In my opinion, cutting it, it allows the plastic to curl at the very edge of the cut and mechanically seal it. It should be observed under a microscope, and I don't think it would be necessary to have an expensive one, maybe a decent portable magnifier, like one of those they use in electronics should reveal the mistery behind this phenomenon
Nope, its caused because of the material the folder is made of is self healing. meaning when cut and the freshly cut area is exposed to another freshly exposed area it molecularly bonds with it. No curling involved in this. I did it myself and have done some research.

The plastic has to be layered for this to work and plastic is very soft when compared to the scissors, so it makes sense for the layers to be severely deformed to the point they smush into a single object (like clay kinda). That’s my guess at least, still really strange to watch the plastic be cut but not actually separate.
If this is true then you could join them together in freehand shapes with paper scoring tools (or metal sculpting tools with round tips, or maybe even with a 1mm ballpoint pen) :)

after watching this I searched around my house, trying to find various plastic files. I found 5 different types, but I guess none of them were polypropylene, because I couldn't do this with any of them :(
I think what's happening here is the file material has low sheer rigidity which means it is soft to forces applied tangentially (like scissors). Additionally, the scissors have a rough edge on a microscopic level. These two phenomenon create an effect of crimping the ends of the two layers being cut, it holds water because the crimps only have microscopic gaps between them (I doubt it is air tight). This is just my thought I haven't actually researched it. If this is correct however, then the sharper the scissor the lesser effective it will be at water tightening it. If someone tries this, please do let me know if I'm correct or not.
likely the apparent water tightness is surface tension.... oil or soapy water might be interesting. i also suspect a crimping effect is in play along with some welding mixed in from the layers shearing together and local heat and pressure creating the conditions for a weld to form.
I watched a video earlier about how materials that are the same should just bond together but don’t due to oxidation. So this might be why they bond, due to bonding before oxidation can occur.

プラスチックは再生能力があり、治療剤(正確な名前忘れた)をプラスチックと混ぜればプラスチックが壊れたときパケットが開き接着剤が出ますでも接着するには乾燥するための空気、または空気から水分を必要としますその条件をプラスチックは満たしているのでほぼ完全再生する

Similar things happen when you cut plastic straws. The ends get sealed together.
Not any straw I've ever used... I used to regularly cut them down using the scissors in my kitchen and they never sealed like that.
