Thanks for the awesome question. Not to tight. Those bolts are the guides for setting the toilet center on the flange. Caulk or grout around the footprint is what holds the toilet in place.
Don't Caulk the footprint, You'll trap water and rot your floor out/ mold. Just tighten the bolts to where it doesn't break the toilet or keeps it still when you sit/ move around on it.
