I have that exact same charger....it IS made well but its User interface is terrible and the booklet is about as explanatory as an audible by Helen Keller.

At this moment,we are designing next charger,the engineer is incorporating all the suggestions made in the reviews and overcome the weakness. Especially increase the amps for both chargings and discharging to speed thigns up ,Next charger will at 1A and 1.5A and more for customer choose.Anyone who have suggestion or problems, Just review here,it is great help for our company developing ,we will design what you want from time to time .thanks.
1) Miboxer C4 discharges 4.2 V Li-ion rechargeable battery to 3.0 volts. Like this it is not possible to measure a real capacity! I have protected Panasonic 18650 with cut off voltage 2.75 volts. So you should change it from 3.0 to 2.8 volts (like Opus BT-C3100 V2.2 does!). 2) Better to have all slots with discharge function. Ok, I will pay a little bit more but finally for a good device...
+Alex Konev every Li-ion battery that I have charged has charged to its max 4.2v so I'm not sure where you are getting this 3.0v number. If this charger didn't work as intended and advertised then Olight one of the largest flashlight manufacturers would sell it in their kits.

I said C4 discharges Li-ion battery to 3.0 V while measuring a capacity.
