Fun fact, while Youngster Joey says his Rattata is top-percentage, the reverse is true actually. Someone datamined Youngster Joey's battle team a long time ago, and found out Gamefreak gave his Rattata the worst possible IVs it could possibly have, to give the player a really easy battle to learn from without having a tough foe to stomp them, especially for people who never played a Pokemon game before. But, Youngster Joey claiming his Rattata is top percentage, and him in general, became such a meme Gamefreak embraced it, and named a single trainer in some Pokemon games after him. Doesn't mean he will have a Rattata though.
