  • Today we take a look at Royston Labels, 17-20 Greenfield, Royston SG8 5HN.
    We have a good look around from the public footway when a member of staff makes a derogatory comment.
    We speak to him about this and then watch them try and close a broken gate.
    We then speak to reception about the high number of traffic barriers outside which seems to be restricting parking on the public highway.

    Just listed the barriers up for £500, collection only on eBay. Hopefully can profit from their mistake and teach them a lesson

    Adding a note, those barriers also prevent people using the public footpath to cross the road, without having to follow the restriction to the end.

      @@nicotoscani1707 In the real world, is every company and council going to pay for tens of thousand of miles of plastic road fencing? Of course they aren’t! It’s on an industrial estate road, to stop trucks and vans parking on the verge, obstructing the road and the view of vehicles exiting g the plant. Disabled people have more sense than to cross there anyway!

    Something about DJ 'helping them' by putting them back on their land has absolutely creased me. Couldn't stop laughing! The pedantic side of me loves this behaviour. It's hilarious!

    Royston Labels recladded the building and replaced fencing around 2017-18. The property line is at the fence so the pavement is not their property. Plastic barricades have been in place since October 2018 or earlier. Prior street views show people commonly used the pavement for off street parking. (Orchard Road shows down Greenfield prior 2018) If parking was an issue, that should have been addressed during the planning application process with Council in 2018. No indication of utility works along the pavement since the fence work. Greenfield is listed as open street with mixed private and council maintenance. The street is actually shown on Land Registry as part of the parcel for the units across the street up to the fence. They should request Council paint double yellow lines like at the curve if parking and visibility is an issue.

      Nothing in the Royston Labels January 2018 planning application for fencing and signage notes permission to place barricades along the public street. Site map also confirms the property boundary is the fence line. In the decision notice, the use of barricades might be interpreted as a violation of the "Particulars of Decision" Part 2 involving traffic.
      In development of Greenfield Park (land up to the A505) application 17/04357/FP the traffic planning study (Condition 16 Travel Plan 21/00054/DOC) notes the new traffic circles and road from Aldi paralleling the rear of Royston Labels and connects with Greenfield Road. Does not appear Royston Labels provided input on parking along Greenfield during that planning process. IMO: Poor planning and study not to address traffic and parking along the access routes Orchard and Greenfield Roads for the development.
      Other area to check would be for an application or petition with the Council highways and roads to see if a traffic study was requested.

    When local councils use these types of barriers, they have to fill them with water for H&S purposes as otherwise they could be blown over by a strong wind and would therefore be a trip hazard.

    they’ve broken their expensive electric gate. You hear the guy say “I’ve turned the power off but it won’t close”. It’s because the mechanism is locked. They’ve then used a forklift to force it close (and probably broken the mechanism in the process) 😂

    The lorry driver was friendly and informative. Most of the Royston staff were actually quite friendly and professional.
    But blocking the pavement in an unauthorised manner is a danger and a criminal offence

    As Highways Clerk of Works, I am glad that you have highlighted this. The audacity of some companies is beyond belief. You are correct is saying that this is fly tipping and is a crimnal offence. If the company has the correct authorisation then the barriers should be filled with water to provent them from being moved or blown over, this would be stipulated in any agreement. And should be in accordance with Chapter 8 of the Traffic Signs Manaul

    Light plastic barricades could easily be blown on to the road which could cause a serious accident if a cyclist hits one and finishes up under a lorry.

    20:15 If they have a problem, then they have to do it properly. By asking the council to put in double yellows or some other form of traffic control. They do not have the right or authority or permission to do what they want. They are doing the same thing as a home owner putting up a fence without planning permission. They will get asked to remove it and fined if they don't. There is no two tier legal system where companies can flout the law just because they can afford the legal bills.

    Great video DJ. Pleased to see you reported the matter of the likely unlawful restriction of the public footpath and service strip to the local authority. Sadly I'm not at all surprised it could take two or more weeks for an officer to respond to you. That really isn't good enough- in the meantime these barriers might contribute to an accident causing harm to individuals and/or vehicles.

    Imagine if you were disabled or blind, the pavement in itself is not in a good state of repair and uneven surfaces, but should you need to cross the road at any point those barriers are restricting public especially disabled or people with impairments surely is a safety issue and prevents people from crossing a public footpath without having to go all the way to the end.

    {Removed incorrect MOT comment due to the DVLA site being incorrect}
    Some of the barriers are on the public road, regardless if it's path or road they are obstructing the highway.
    The barriers are even on google maps as far back as Oct 2018 (They are not in photos from July 2017 before they owned the property, instead the pavement was full of parked cars), though they weren't as close to the kerb till the April 2023.

      It’s classed as a commercial vehicle 7200kg and sometimes info isn’t shown on the dvla vehicle check.
      If you search for mot history then all the info comes up then.
      It’s mot’d until august 24 and looks like it came from Scotland originally 👍

      You are correct, the DVLA says:
      MOT = No details held by DVLA when doing a standard Numberplate lookup
      But there is a record of an MOT for
      15 August 2023 valid till 31.08.2024.
      It must be an error on the DVLA site somewhere.

    The barriers themselves are a risk to pedestrians, vehicles, what if there was a fire yes I'm sure the fire service would demolish them but that in itself is a risk. They should be removed.

    A few years ago after getting invaded by travellers into our closed factory yard for the 4th time I got some of those 1Ton concrete barriers both for inside and outside our gates. The council ordered us to remove the outside ones within days as even though the drive entrance was ours and on a private estate it was still publicly accessible. I had to move the outside ones as further protection inside to stop the gates opening inwards and figure out how to stop them being opened outwards.

    In addition to the the 2018 streetview photos, looks like the council painted double yellow lines between 2018 & 2023 upto near where the barriers start. They prob refused to paint them any further down the road where the barriers were.

    i painted yellow lines outside my house realy neat i used a roll off wall paper as template , so mint i bought yellow road marking paint , ive been fined by council £750 ,and now theyve been removed now.

    Why does this company think it is their right to control public property, and then when challenged, why do they make their staff defend such poor action. The owners of the company should have come outside to explain their actions and NOT force their staff to defend this strange behavior.

    Bloody rights DJ! If your house was beside this company and you started using their land to grow your vegs I doubt they would allow you to use the grass in their land as an allotment.

    I noticed how there was fresh tarmac down, compared to the section of road you filmed just before that did have the double yellow lines. I wonder if it did have double yellows outside the business before the new tarmac was put down, but the new lines were not re painted. Just a theory 🤷‍♂️ I would have liked to see what the boss had to say.

      The section of double yellows shown in the video aren't enforceable because they are missing the terminus and therefore not compliant with road marking legislation.

      Hopefully that’s a sarcastic comment given the decision just to move something that had nowt to do with him, fine you can comment over your thoughts but please report and leave any action to the appropriate authorities. You come across as someone who is now an expert in what’s allowed and not allowed without apparently checking first whether they have permission or not. And, you had the audacity to say companies cannot take the law into their own hands whilst you casually did exactly that. Unfortunately one of the poorest of your videos I have seen. But at least there was one bright spot when you said you weren’t going to move any more probably realising you’d be there all day. Your token protest ended up being more of an embarrassment since a couple of the workers would have them barriers back out in no time.

      @@SteveN-x1tyeah agreed, not his finest moment. He just comes across a a puffed up self important parish counsellor. Just note & offer comment, that’s enough for an audit. No need to start flouncing about chucking them back onto their property etc.

    I love your Meadowhall shopping centre video. I actually love seeing all different shopping centers especially near Christmas just to window shop and walk around the indoor public spaces.
    Please can you do some more especially near Christmas with the lights. My current favourite centers are The Oracle Reading, Westfield London. Westquay Southampton & Festival Place Basingstoke.

    Those barriers prevent anyone getting out of their car once parked legally on the road (driver or passenger) It's up to the council to decide if double yellows are warrented, 10 yds either side of the gate sounds about right. If drivers continue to park on the grass verge, which is illegal, then the council should send a warden each day to collect fines which will soon sort any problem. It's a problem in residential areas where people park on the verge and within days the verge looks like a ploughed field with great puddles in them, thats why people put a couple of stones on the verge to prevent this, it dosen't stop anyone parking on the ROAD.

      It's not illegal to park on grass verges (outside of London) unless it's a HGV or the council have lawfully applied a restriction.

    Every right to highlight over reach by the company by placing barriers, just wondered though, the road looks like it had been recently resurfaced and the double yellows were clearly cut off (no end bar). Maybe the road is awaiting yellow line repainting? Still no reason for the barriers, the company would have been better occupied chasing up the local council for the lines to be put down, if indeed they were there in the first place, having council signs stating no parking. Locally, a company applied for double yellow lines outside its property, notices were put up for objections, objections raised and said lines did not appear.

      Nobody said it doesn't but they don't have the right to do it. They've had 5 years to ask the local council to put yellow lines.

    As an old (now retired) HGV driver. When one first enters an estate like this one. One will usually pull over, on to the grass. To quickly look up where the company is, that one is delivering to.
    Or to ring them to gain directions. So as not to be driving around and around, looking for said companies location. That's the only reason I can think, for there ridiculous barriers.
    It's that, or drivers will park up before leaving the estate for a quick brew. Using it as a rest spot for a tacho break. Before leaving the estate. Because it looks like most of the road further up, already has double yellow lines.
    Either way, It's clearly WRONG and they don't have the right.
