I bought the Early Access of Memoria Polis, and it's pretty awesome, too.
This is clearly more like Cleopatra/Pharaoh/Zeus and not Civilization but OK ;)

Ancient Roman cities didn't have fire departments though, that's a modern invention that came with the invention of fire engines and the need for people to man them and sufficient size population that fires were more common. Their dwellings were also more spartan than we have today, and they wouldn't have had a lot of really flammable items close together in the home for fire to grow and travel on. Big curtains and the like weren't a thing. So if you had a fire you could probably deal with it yourself and if you couldn't you'd just scream "HELP FIRE" and people would come running to your aid.
Crassus famously created a fire squad, when a building caught on fire, he and his guys would show up. Crassus would offer to buy it from the owner, at a fire-sale price. If he refused to sell, Crassus and his goons would stand there and make loud jokes about the owner. If he sold, then they would put out the fire and Crassus would get it repaired to rent out.
While most cities and towns didn't have firefighting organizations, Rome did have such organizations during the Republic and the Empire, with the latter being known as "Vigiles".

Moreover, Romans despised getting fresh water from lakes and other stagnant water sources because they knew that pests and diseases brew in them, and preferred to use either the upper stream of a river or their feeders, as those had pure, fresh water. And the castellum acquae being a large stone cauldron makes no sense as well because Romans built theirs half buried into the ground, and they were especially designed to force dust and lime to lay on the floor instead of flowing through the outputs. Marcus Vitruvius' De Architectura is a great source on both topics, he is pretty much one of the main sources of information regarding urbanism in Late Republican Period and Early Imperial Period.

Save your money. Ignore Civ 7 and just wait for Humankind 2... it will be cheaper and the same thing. Likely to be better too.
No I want the most expensive version that doesn't come with the game

Humankind2 will have to wait z bit since one can expect a endless legend 2 before that.
