I always thought the science division colors were true blue until the DS9-style uniforms came along and they became that weird blue-green color for whatever reason. You mention liking the multiverse concept, (i do too) but get caught up on every variation that doesn't align with the prime continuity. While I agree that warp not existing in the quantom universe is weird, any mismatching tech, outcomes and time periods are completely in line with the multiverse concept. As for the multiple rifts that the prime universe is dealing with, they do mention that the qauntom jumping is weakening the multiverse so I see it as the ''bubbles'' beginning to crash into each other, causing spill over, such as what the the prime universe has been dealing with this season. As for the Garak and Bashir getting scenes seperate to the story, you answered your own quuestion, pure fan service that they decided to give specific time to both characters and actors fullfilling. Not saying its works, but they literally have one chance to do anything with this show and they decided to dedicate a lot of time to do so for those specific fans who ship those characters. With Jadzia not showing up, I wouldnt be surprised if the actress just didn't want to do it. I feel that tends to be the more likely reason for Lower Decks not getting aolder cast back than any story telling oversights. Fave ep of the season, wish the whole season was of the same quality. Let's hope the last ep pays off and gives the show a good send off.
The writers must not have a lot of faith in their own stories and characters if they feel like they have to spend time with past characters this far into the last season.
My guess is they had a lot of cameos they wanted to do over the course of several more seasons. Now that its the last season, they had to cram it all into one episode.

As far as I know, the uniforms were blue in DS9 and Voyager too, but the poor lighting made it look green
