You can pop the clips out with your thumbnail or fingernail if they're long enough.

Does the top window come off?

Only if they are double hung and even if it did come off I would not take it off because it would waste time you only need one taken off so you can reach the other thanks for commenting

It's difficult to follow because it's so dark. Also, for someone with no mechanical knowledge, more close ups and slower movement would be helpful.

if you see the windows on the opposite building that's how high they are up I would have to go all the way home and get a three-story ladder or just show people how to pop them out from the inside and do it the safe way.
