I live in a subdivision and the people who lived in the back had their backyards flooded by the Meramec River. My stepdad helped sandbag ad he told me recently that the traffic was so bad that he had to get up at 3 in the morning just to go to work.
The pigs on the shed roof. That was my Grandpa's farm on Kaskaskia Island. That was a mess. He farmed many acres over there. He never had time to get them off once the levee broke.
i remember. i reside in St. Louis. Many of our rivers were flooded since we are near the Mississippi, Missouri, Meremac, River Des Peres. Much flooding and loss around the area. Our area has reflooded but not like 500Yr. Flood. it will happen again as many in our area love this area and we are willing to take the chance to live in the beautiful & fertile area. Most of the problem was that new communities were built on a flood plain despite people being aware of the danger. in St. Louis city most of the flooding occured due to the river but not due to selling on flood plain.
I remember the news reminding people to get an update on Tetanus shots if you were sand bagging or involved in the flood inanyway. I remember as a young nurse giving out hundreds of tetanus shots.

They were responsible for levees and river management to help keep people safe. both them and city planning building along rivers and putting in too many levees bottle necked the river. Thus causing increased pressure on levees when the river made a turn/bend or further downstream during floods. They learned that the rivers need relief points to let it flood out and stretch out or else its like putting your thumb over a garden hose expecting it to still flow out calmly and straight were you want it.

The cores mismanagement of the river plays a huge part in floods. They hold the reservoirs full then spring rains come making the problem double
