      We should find a way to utilize these people as humanely as possible.
      Perhaps we can form concentrated work camps to keep them in. It'll alleviate having them just idling on the streets, and they can help fix labor and supply shortages.

      The Bullhead city council issued the ordinance because it does not want to attract vagrants and all the problems they bring with them, such as drugs and crime, to its town. That is understandable.

      Could just hope that those that make laws to prevent helping the homeless to become homless themselves to feel the effect of their "public activity".
      Once in my life I have seen karma at work and I swear it was glorious! The dictator Nicolae Ceausescu made a law to restrict the gas consumption to 10 liters per month (about two gallons). When he tried to run from the angry protesters , his secret service hijacked a passing car ... that had less than two gallons of gas in the tank. So the dictator was finaly apprehended. Couldn't reach his anti-atomic bunker in the mountains.
      He was judged and condemned to death by a military court. The sentence was executed. Then the law was changed so there is no death penalty in Romania. He was the last to "benefit" from his law.
      Praying to see karma at work in this case as glorious as it did over 30 years ago with the Devil Dictator.

    This case speaks to how totally messed up our values systems are in this country. This is not the first time I have read of providing food or water to those in need being criminalized. This country has over 600K people who are known to be homeless and probably more who are not counted. Budgets to provide services to those in need are regularly slashed as if not providing services will make the problem go away. Nothing is more despicable than criminalizing charitable acts.

    You're right that criminalizing charity makes no sense, Dr. Grande, and that the city council all look like fools. It sounds like the ordinance was designed specially for Ms. Thornton and her generous activities. I understand that sharing a public park with homeless people can be challenging, but homeless people are people too. It only takes one major illness or financial disaster to put any of us homed people in the same situation. Incredible. Thanks for what you do, Dr. Grande.

      I am having trouble understanding what the difference is; if someone were to get ill, sick, or injured, whether in the park by themselves, with their friends or family, at a charity function, or at a corporate event... what is the difference on whether the park is liable? And why would they be? I don't even think that's the reasoning behind the ordinance though. And like you said, homeless people are people too, they are still citizens. They aren't illegal aliens. So beyond the fact that some people just feel repulsed by being around those they feel are beneath them, I don't see why they can't be in a park and eat there like anyone else. I see others commenting here that the parks are not a rehabilitation or assistance center but that's not what she was doing. People were eating. People eat in parks. I just want to understand why they created the ordinance in the first place.

      @@YTStoleMyUsername You make a good point about liability; I'm not sure how that would work. I doubt the city council will share their reasoning with us, but the very specific nature of the ordinance seems to indicate that it was targeted. Packaged foods were fine with the city council, and I'm fairly sure we can get sick from them, too. Interesting.

      @@YTStoleMyUsername I'm pretty sure "liability" is a red herring. It's getting cited because saying "liability" makes people nervous. There's no compelling concern about liability that I can see. Homeless people (with rare exceptions, because there are probably always rare exceptions) do not tend to have either the desire or wherewithal to sue anyone if they get sick from eating bad food. Even if someone DID try to sue (for getting ill from food that they ate because they had no other ready access to food), how far would they get? The case would get thrown out.

      It actually does make sense. Maybe the residents care about their town and don't want to see it become another Portland, OR or Oakland where kids can't play in the park because the drug addicts have overrun it and made it dangerous.

      Love is all well and good what we need is solutions! Jobs and homes with all the effort that that takes ( mental health councilling, drug treament, housing, transportation, etc.). Homelessness is a huge problem that throwing money at does not solve.

      @@DH-ve5bl Because homelessness is complicated. Multiple studies show that San Fran spends between around $80k - $100k on for each homeless person (per rate for all the programs including admin costs). This is similar in other cities. There are free places to eat and sleep for each person. Some people are unlucky enough to have addictions and mental health problems while lacking external support. Furthermore, its challenging to get a job with no permeant address in the best of circumstances. The money is often there, but innumerable tradeoffs and incentives exist. The problem is hard to solve at scale.

    Homelessness has become such a big problem in North America. I live in Canada, our cities all have homeless encampments. Clearly we need a new system for helping people get back on their feet. But you know what doesn't help the homeless? Arresting people like Norma. It's just so ridiculous.

    Norma is a generous, kind hearted human being. Okay, so some “respectable” people complained about the homeless being in a public park, and Norma was in effect guilty of drawing them there with free food. Yes, I agree with Dr. Grande, the smart thing that the city could have done was to designate an area in the park for Norma to distribute the free food, instead of arresting her.

      Homeless have the same rights to “public” parks as people with homes. You hit the nail on the head though: they are considered to be “disreputable”. So very often, that’s not the case at all.

    This is absolutely reprehensible! Leave this woman alone. She’s doing way more than many of us do. I think the city just wants the homeless out of sight, out of mind. Disgusting! I hope Norma (or another local) will help out at that park… put up a “happy birthday “ streamer each day and have a family cookout.

    My mother also goes out and feeds her local homeless homecooked meals, and I am constantly worried she's going to get arrested one day. We are in CA and she has been warned by police before that she "can't do that." You'd think instead of harassing people like Norma and my mom, these cities should be thanking them for their service to the community!

      That’s not the way. Apparently you have to start a foundation, have a lot of people contribute to it, use most of it for yourself and give a percentage to actually help people. Then they say, “perfect.”

I would think most people reading my comment would understand that particular additional worry is part of the package without it having to be explicitly stated, especially since that's not the topic of this video. I've talked to her about it many times, but she's adamant about continuing to help regardless of the risks. I don't live nearby, and even if I did what would I do, lock her in a room 24/7 to physically prevent her from trying to help people? Thanks for the negativity. I don't like to assume the worst of people, so I hope if you're just having a bad day it gets better.

    Doc, you nailed it @10:16 w/ "There was no need to become heavy-handed." Decades ago in the Oak Cliff region of Dallas, a widow lady (say in her 70's) served food in her back yard through the kitchen window. You showed up with 50¢ and she would hand you a pretty ample plate of food out the window. No selections, no choices--eat or don't. Everyone ate (she was a good cook!) sitting at the picnic tables in her back yard. Maybe two-dozen or more each day for lunch as far as I can remember. ...then the city got involved. Police showed up and 'warned' her (wasn't unusual for cops to be eating). Something about permits, food safety, yada, yada, as if a woman who had cooked for over a half-century to feed husband, kids and grandkids doesn't know how to serve a 'safe' meal. She moved to the 'donation' system: eat for free and if anyone wanted to donate, there was a tip jar on one of the picnic tables. Well, THAT didn't fly, either. She got pulled out of her home, cuffed and stuffed. No one ever got another meal. Here we go again--some lady trying to do a nice thing for homeless folks and folks in power go barking mad. DA's involved. Cops involved. Judges involved. Jeepers!--almost enough to make a Libertarian out of me!
    This is bureaucratic bologna por cierto!

It seems to have emboldened the government to feel entitled to control the lives of its citizens in various ways. Unfortunately, many of those citizens are cheering it on because it meets their current opinion and standards until one day, it inevitably flips on them too.     I used to be homeless and it was very hard to find a homemade meal. The company next to where I was living came over and I thought they weren't there to complain. They said we have been watching over you and wanted to bring you a meal. We were so surprised. I thought everyone hated homeless automatically. I will never forget the kindness in that dark time. Please don't give up on them. I made it out because of kind people and want to do what this lady it doing.

    I’m quite sure the prosecutor did dismiss the charges with prejudice. They knew right away that this was going to attract the kind of attention that no city / county wants to attract. It’s a public relations nightmare and their local legislators just created themselves a mess.
    What a fighter this lady is. She’s still out there cooking food for the homeless. 💜

      You are so right. I don’t try to tell others how to live or think but your words are stated originally by the Word of God in Isaiah 5:20-21. “Woe (judgement is coming) to those who call evil good and good evil, who put darkness for light and light for darkness, who put bitter for sweet and sweet for bitter! -21; Woe to those who are wise in their own eyes, and shrewd in their own sight!”
      There are a couple more scriptures related to this very situation in Romans 1: 18 thru 23. Anyone can always google if they don’t have a Bible. I’m not preaching, but the fact that the world is ‘upside down and twisted’ even by our own standards of thought and witnessing exactly what it is in our humanity… and watching what happens when humanity has told God to go away….😳.     I worked at a major grocery store in the deli for years. At first, we would give our leftover food to the local food banks and churches. THE HEALTH DEPARTMENT MADE US STOP!!! We had to throw perfectly good food in the trash.

      Val: No they didn't. They will have been wondering about how to solve the problem of 'the homeless' invading the park and hanging around the area for some time, due to other citizens complaining about them being there. Their strategy , however, was to become aggressive with Norma and try to throw her out of the park along with them. I agree that they could have been more patient and humane, and found another way of dealing with 'citizen complaints', which is what it boils down to - 'upstanding' people with homes and jobs don't want the homeless hanging around in their social areas.

    Are you effing kidding me? This sweet kind hearted amazing woman was arrested for feeding ppl who are down on their luck? Ms. Norma knows what it feels like to not have anything. My God 5 children on a school bus living off the kindness of others. I know that was a tough job that takes strength! All she is doing know is paying it forward! I'm pretty sure they have real criminals running around that city yet they chose to arrest a woman who is doing a wonderful service IMO! A round of applause for people like Ms Norma 👏🏽👏🏽👏🏽👏🏽👏🏽👏🏽👏🏽👏🏽

    I always laugh when someone says "this is a Christian nation" because we do some of the most unchristian things ever. Like going out of our way to make life miserable for the people who have it the worst. Stuff like this is why I laugh and say "so what?" whenever I hear the phrase "the middle class is suffering". They aren't suffering. The homeless are suffering because of upper and middle class people who see them as less than human. Usually those same people claim to follow the teachings of Christ

      I totally agree with everything you said . . . including it was horrible Norma was arrested. But the police should not be blamed for arresting her. The police are not responsible for writing the laws . . . they are responsible for enforcing them. If the officer involved would have refused to enforce the law, he or she might have been fired for not following orders.
      The blame for Norma's arrest lies with each and every member of the city council who wrote the ordinance that was so clearly directed at Norma AND Norma's fellow citizens who complained about the homeless population being in the park and "ruining" it for them.

    Norma reminds me a lot of my mother who taught me a lot about generosity and helping people who are in need. We used to go out and help the homeless when we could, and volunteered in my local church for food drives. My mom was also named Norma lol.

    The city should have partnered with Norma and had shelter/housing reps/job placement reps at the park to help any homeless who are seeking assistance. AA/NA could have been contacted to have someone there in case any homeless with substance issues was ready to get help. AND I think the city should offer her assistance by having people ordered to perform community service help her. This could have been a PR model instead of a nightmare.

      You expressed my thoughts perfectly, Anja X TV! My boss recently complained that she's tired of being scolded for being constantly available for someone having a psychotic episode, or having withdrawal symptoms, or to talk a steamer off a ledge. She's disheartened when the people she's assisted repay her by throwing a brick into the office door, or leaving anger notes on her doorstep, or when their families tell her to back off. And I get it, because I aspire to be like her in every way! Norma is another role model, and I hope many people learn from her how to human.

    As someone who experienced homelessness for nearly five years of my life this makes me feel a flood of anger an sadness ...
    I got so tired of people telling me during that period of my life "but you don't look homeless". Why would I want people to know my housing status (or lack there of) because of my appearance? Especially being a single woman it was extremely important that I blend in. I wanted to be able to use any bathroom i wanted, to interact and engage with the community without being shamed, judged and dismissed.
    I realize that all judgements are expressions of unmet needs.
    We all want safer, cleaner communities and the only way I see that happening is by realizing that we are all here together. We are all citizens of our towns no matter where we sleep at night, how much money we have, and so on. When we actually start caring about the wellbeing of our fellow humans, even if we don't understand some of the outward manifestations of their trauma response or behavior. The attitudes around substance use/addiction and mental health challenges are shocking. When we start to care more about people's mental, physical and emotional health and seek to offer assistance over jail sentences real change will be possible.

    This has also happened in Tampa. A grassroots organization Food Not Bombs was detained while feeding the homeless in a public park in the city a few years ago. This is cruel and it makes no sense at all.

    I totally understand how people are worried about "enabling" homeless people and some of their behaviors, such as pushy pan-handling or being aggressive in asking for food/money. Totally understandable. It's a real thing in many cities. All that said, no one should EVER get into trouble for feeding the homeless. Period. Ugh. What a world we live in.

      Yeah it’s one thing to give money but it’s different to give food. Although I do see a LOT of trash around where people panhandle in my city, where they just throw the food on the ground bc they want money instead. And I know many panhandlers aren’t actually homeless. There are also many who can definitely work but choose not to. Or parade their kids in the heat or cold for more $$. It’s a big problem around here.

      @@HeatherHolt Yes I live in LA and the homeless encampments are a hot bed of drug use, drug sales, fights, massive piles of garbage, fires and now innocent citizens are being attacked and murdered. At this point, with as bad as this whole subculture of living off the grid has gotten, I have zero tolerance for the homeless and refuse to donate food or money. Just can't do it anymore. I'd rather be sure my hard earned dollars are going towards people who are doing their best to regain a footing, but you can't really know that for sure. It's just so, so bad here.

      I agree with what you’re saying about the vest majority of individuals in those camps in LA. I have seen a couple of people who are doing everything within their power to change their lives & see homelessness as a VERY temporary step. Helping these people financially will greatly shorten the time that they are exposed to danger & vulnerable.
      The great majority of homeless people have mental health conditions & addictions to drugs &/or alcohol. I consider these individuals as vulnerable & in great need. As Norma proved, you don’t have to give “loose change” to help those in need. If it’s all that you have time to do, it’s better than nothing!

    Dr. Grande, thank you for bringing this story to light. I've had and attended many get-togethers at parks where food has been prepared and provided. What happened here is clearly a twisting of the whole point of our country and heartless. I think people like that expect poor and/or homeless people to just disappear because they don't want them to exist. They don't think or care about consequences of their actions while many claim to be good Christians. Your point about her being arrested for performing a charitable cause and then being required to do community service, I hope, won't fall on deaf ears.

    Seems this world turns more backward every day. Bad behavior and selfishness is rewarded while being an honest person is punished. It makes me so sad. Norma sets a great example for us all. She is certainly building herself a crown in heaven. I hope she has support. The mere fact that she’s able to be so active and productive at her age is amazing.     This brings to mind a curious episode I was part of, in San Francisco, back in 2004.
    (This was long before homeless encampments and open drug use was prevalent)
    There is a park that stretches from the front of the Capitol building, to the Asian Art Museum. It’s bordered by the Memorial auditorium and various government offices.
    The area had a small park, and while I was homeless in the area (living in a hotel, week to week) with my 2 year old daughter, I frequented the park.
    A gentleman had begun arriving at the mall area, holding forth with hour long sessions in which he espoused heck-if-I-know whatever he was saying. He would draw a large crowd of homeless folk from all around the Tenderloin area. After his odd sermon on the grass, he’d give out $50 and $100 bills, to individuals as they got up from the lawn and approached him. This would begin in a somewhat orderly fashion, but would in short order, degenerate into a mad mass of desperate hands and feet charging toward the man. He had several homeless men as his kind of personal protection detail, and a pickup truck to make quick escapes.
    All this was great. But the next time he made an appearance (mind you, this was likely only his fourth), there was a mob. His safety was in danger, big time. I don’t doubt that people would have descended upon him and literally ripped the clothes from his body in search of his bankroll.
    Kindness laid out for the needy, can attract predators.
    As long as this lady was only giving out food, I don’t see how anything like a mad dash for cash happening. Same altruistic desire, but a very different item. You can’t buy drugs or alcohol with a healthy, hot meal.
    She should have been left alone. You outlaw human kindness, what are we left with? A cold, heartless world regulated by laws only.

You know something is seriously wrong with your town, when they're enacting new ordinances, to stop someone from helping others with a basic need. Food.     Right on Dr. Grande. Our society has become so cruel and disengaged with the problem of homelessness. Grandma was spending her time and money to help others where she saw a need and took action. We as a society have become so selfish and greedy that we have forgotten how to show compassion and help give a hand 🤚 up or out for those less fortunate 😢.
    But for the grace of God it could be any one of us. We have forgotten how to put ourselves in another’s shoes 😢😢.
    I tried to raise my children to treat others as they themselves would like to be treated. But that reasoning seems to have been erased in our society. A smile alone can make someone’s day. It is free to give. An acknowledgment towards another that they exist can help anyone 😊. 🙏🙏

    I had the same thought as Dr. Grande: could she have just printed up a bunch of invitations to various parties-- a different one for each day-- and then passed them to homeless people as they approached her serving station? It would have been interesting/desperately sad to see how the city council would have changed the wording of the ordinance to try and stop that.

      I was thinking that too. Planning daily parties sounds like a fun challenge to me but I know it wouldn't be for everyone. My imagination took off a bit too far with the party planning though. I love the idea of doing something monthly to give them something to look forward to and remind them they matter. Definitely something I will keep in mind for the future. Wish I had the time or the money now lol but someday!
      This video was incredibly frustrating to get through and I hope Norma wins her case. That sounds like something they'd have gotten away with a long time ago but it's unacceptable now. I couldn't have agreed with Dr. Grande's opinion more with this one. 💯

      Apparently, the established institutions weren't effectively resolving the homeless needs, and rejected this grassroots approach. Norma should sue for wrongful arrest. It doesn't make logical sense for "authorities" to squash kind and compassionate hearts.

      I really don't understand what they expect the homeless to do when they pass laws against them being in public-access areas. They can't be at a park, they can't go live off the grid in some woods, they can't get help by being fed, shelters are often not big enough to house all who need it... it's like they just want them to be terminated.

      Let's picture a slightly different scenario: An elderly woman keeps reporting homeless encampments (as mentioned in the video, there are actual 'encampments') And the city does nothing (as they are obviously doing if encampments exist...) So the woman spitefully starts serving food to these people......And builds their trust over the period of a month. Then one day, the woman starts cooking food with drugs/poison in it and feeds the homeless and she kills 25 of them. Next thing you know, the city looks responsible for allowing it to happen.

    A similar case of a 90 year old man in Fort Lauderdale, who fed hundreds of homeless. I'm very familiar with this scenario, and it's complex. With that said, I do think Dr. Grande's "Birthday Party" loophole should be exploited. You could post flyers, "Birthday Party at the Park on Saturday! All are invited," or, "Free Beer Saturday in the Park!" only to find out Free Beer is the name of the band.

    The countries morals and ethics are just really horrible. I fear for the young children growing up in this environment never knowing what normal and humane behavior is.
    It is true I am in a small county and they do not want any one to see our club house for the developmentally disabled even though they need to be in the bus route and close to town.
    Just despicable behavior hiding volunerable people from the regular public, which just furthers discrimination and exploitation. They get an big fat E in my book.

      Bugsea: With all due respect, the 'developmentally disabled' are not 'the homeless'. One group has everybody's support, and the other group, unfortunately, has not.     To enjoy the food in this world, to fill your belly, I too , love to see people enjoy food. This woman, at one time, owned her own diner, arrested at 78, no, educate her on all the rediculous regulations, yes. This world needs more humility, empathy, and love. I think for the love, that this woman portrays, into the world, the city should provide a place for her, to feed their homeless❤

    I think there are many working in public service who don't have the capacity to feel embarrassed. If anything, they double down.

    Norma is a very generous, honest person with real love for others. We need more Normas. She is an example to follow, I am fed up with controversial laws/ bylaws that restrict our lifes.
