They have it to a science because people don't take care of their batteries and it doesn't matter if it's pure lead because it will still degrade just as fast, it has a calculable life span and just charging or discharging it wrong will mess up that lead real quick. And they're doing it for profit of course, but i don't think we're getting ripped off as much as people don't take care of batteries because they're ignorant and they will just go to waste. Also power factor and density is a thing. But i get lucky with cheap refurbished batteries, and you do get what you pay for, if you want thick grids of lead you'll pay like 500 for it.
The PbO2 paste actually goes on the positive plate (POSITIVE POLE). Battery science lingo can be tricky to understand. Just mix PbO2 with water and push paste into grid holes with scarper.

the lead oxide can be converted back to lead if you ever want to recover it for something besides electrolytic paste
That requires smelting it in a low oxygen, charcoal fired furnace. The carbon gas in the charcoal will strip the oxygen out of the lead oxide.

You can reduce that with a proper mask, gloves, apron, ventilation and over time lead count can go down on its own.
