After brief housing, man's drug use results in him back on Portland streets

- A man named Kevin Hays is sleeping under a blanket, right on the corner of Southeast 122nd and Burnside.
His wheelchair is parked next to him. Traffic is bustling around him.
But to describe how he ended up here, we need to take you back to last October and a couple of blocks away at the end of a street. That's where KATU News first met Hays while on a tour of the neighborhood with City Commissioner Rene Gonzalez.
At the time, Hays was heating up his pizza with a blowtorch. He told us he'd been shot in 2016, leaving him paralyzed. Eventually, both legs were amputated.

I'm 36, never married, homeless since the pandemic, and living in an old Toyota Sienna minivan now, despite working, and not addicted to drugs. Rents and cost of living have skyrocketed.
Look, you can only help those who want the help. So he blamed everybody else first before admitting that most likely they kicked them out because he couldn’t follow the rules. They’re not gonna set you up with an apartment when you’re already proving yourself as messy and on drugs. Taxpayers are not going to pay for you to destroy property and just live in a house while we feed you.
Then he complained about the tiny housing because he was there for five months, but he was sleeping on the concrete before. It’s the entitlement.

Tattoos all over his hands and face? He's been making bad decisions for a long time. Three quarters of the "homeless" are there because they prefer living like that over following a few simple rules. Rules that make a society work. Billions of dollars are spent on help for the homeless and drug addicted. The help is there IF they want it.

"Kevin" is inconvenienced because his FREE tiny-home has rules, and upset that he won't get an apartment in Mara Lago overlooking the ocean. These homeless people are out of control.
You can’t count on working until 70. Plan as if you won’t be able to work past 55. That way you can retire comfortably if you have to on your way to 70.
Friend of mine had to retire at 56 when he wanted to get to 65.

I have an old classmate like this. When you try to help him he always sabotages it. Some people can’t be helped.

@@blackops844 I was very lucky to have immigrated here from a third world African country so for me this is very simple. By serving other people's wants needs and desires you're able to get your own wants needs and desires met.
There is literally no other way to have anything unless you serve other human beings. It's good that the creator created life like that if you want a lot, serve a lot but if you're homeless it is the exact proportion to the fact that you are not serving anybody else.
People should be free to serve or not serve no one is poor because they can wake up tomorrow and start serving others.

The focus needs to be on people who are not on drugs. So many seniors, working families, and people who are ill and broke are homeless and underemployed, yet have a better chance of getting back on their feet. Help them first. As for the Kevins of the world, please let them come to you when they are ready to kick.
Some people are so sick they might be better with living in a med housing facility for life.

I don't buy Kevin's excuse for moving back to the streets. When asked why he went back to the streets, he first attempted to blame the homeless agency by claiming that he was promised an apt. But that didn't make sense since living in a tiny home is better than living on the street. So he claimed that he may have been kicked out because his room was messy. Then finally, he admitted he was kicked out due to his drug use but made yet another excuse by claiming he does drugs to relieve back pain. Sure Kevin, sure.

Rent is not affordable and because I'm a crime victim life hurts for me. I'm sober, working at Vons pushing carts and bagging groceries at age 64. Im praying for a heart attack or something so I don't have this endless bad life. Growing in 16 foster homes, etc I so bitter just recently. I forgive you.

I have the right to live life on my terms. But if I keep living here in this 'housing first' building im going have to move out. There's no sobriety requirement and I don't want to see people suffering, drunk, high, etc. We are senior citizens and I need housing okay

No one gets a free ride; everyone must contribute to the benefit and prosperity of American society they are a part of. That means work, pay taxes, don't do drugs/violence, minimize alcohol dependency , and don't cause trouble for others. If homeless accept housing, they must live under the rules of whoever owns, maintains, or runs the place.
It's sad in his case the housing help offered didn't work for him; maybe it will work for someone else.
