I would like to think only Lucy Grey’s family/the Covey knew it and passed it down. And then upon hearing it, Snow would realize why Katniss was so much like Lucy - because she was maybe Maude Ivory’s granddaughter. It would be a lot more piercing to Snow, and would make his statement about not lying to each other (“Trust is important”) that much more meaningful. It doesn’t redeem him but it would bring the whole thing full circle.
