I can't remember the exact quote, but it was something along the lines of: "It was like a bunch of people rolled up to an old folks home, began a series of executions of all old people and stole all there stuff, and then a completely different group came along and did it all over again." XD

Then Slaanesh was born and the Age of Strife ended after the Emperor shot Humanity in the foot by killing the last Loyalist Men of Iron when Humanity needed them most.

For anyone whose curious, 1000 pyskers per day,for 10,000 years ends up being 3.6 billion pyskers. So about half of all humans alive today Big E is bulking for the nastiest cut of all time
Couple other details to know: Humanity's primate ancestors were also made by the Old Ones, the War in Heaven ended when a Warp race known as the Enslavers showed up and either killed or chased off most of the Old Ones and their races, and the Emperor was born by a bunch of ancient human shamans seeing the threat of Chaos and ritualistically sacrificing themselves to make the Emperor to fight them. Oh, and the Orks were once the Krorks and were, at minimum, 12 metres tall*. Yes, Metres. But (supposedly) a lack of good fighting de-evolved them. *For context, a Warboss that was at least 10 metres tall was powerful enough to lead a Waaagh! that almost destroyed the entire Imperium. They even managed to invade Terra. Have fun!

The Imperium is absolutely a fascist state. It's an extremely authoritarian and oppressive state that's highly militaristic and hierarchical that brutally suppresses any internal opposition. They just also happen to be an oligarchic theocracy.

It is not fiesable or possible for the Imperium to be facist, because of how vast it is.
