That's not necessarily more efficient, Finke just has a higher stroke rate. Sun yang had a ridiculous stroke rate, he just took very long and powerful strokes, but I don't think you can say he was more efficient. You can't plainly say Sun yang is better. A 1500m gold and 200 silver is very versatile, but he also fell off hard. Besides 2012 he never got medals in the 1500 and 200 in the same year. He just transitioned into a middle distance swimmer after 2012.

However, Finke has to do much more strokes than Sun did, considering Sun mostly did 4 beat kicks (6 beat when sprint) and Finke had a combination of 3-4 beat and 6 beat kicks en route (same 6 beat when sprint). I think the conclusion is appropriate that Sun is more efficient. Sun has won the 200m, 400m and 1500m Olympic titles. The 800m freestyle was not an Olympic men's event at the time, but Sun also has world title in this event. Therefore, in terms of honors, Sun is one the GOATs in freestyle stroke, and the GOAT male freestyler (Katie Ledecky is the GOAT freestyler if considering women's events). So Sun is better, period.
