My first smartphone was a iPhone 4s so I don't have to deal with laggy androids of that time, the next phone I brought was android and the time I switched to android all the laggy and slow problem androids have had resolved and been using android since then. What came to say is I'm not a apple fanboy and just a guy who got to use ios as first smartphone. To the main topic, I think ios is best for elderly people because they have constant ios updates for years, safe and secure apps in app store and updates don't have big changes. I seen my dad clicking things while reading news on browser and notifications coming in constantly like waves. I fear that one of these days he gonna click something and install a malicious app. Personally speaking those who are really tech savvy need Android, as for elderly who use it for calls, WhatsApp, RUclips and news ios is better.
Most seniors don't care about flagship features and AI. Android offers good, dependable phones that will fulfill a regular user's needs at a low price. Samsung's lower priced phones even come with 5 years of updates. I think most seniors would be best off to check out Samsung's A series phones.
