I think the confusion lies in the term "Metro Manila" why foreigners, and even some Filipinos, get confused. Metro Manila is comprised of 16 cities and one of those cities is Manila City which is also the country's capital. That's why that list of riskiest cities in the world for tourists which included Manila is unfair because it doesn't really say if they are referring to just Manila City alone or the whole of Metro Manila. Because there are cities in Metro Manila that are very safe, like for example Makati City which is actually among the top 10 safest cities in Southeast Asia, even outranking Bangkok, Jakarta, KL, etc! Also, crime rate here (overall for the entire country) is still lower than in the US, UK, Australia and even NZ. And in Southeast Asia, we are actually among the lowest just next to Thailand. Highest crime rate is actually Malaysia! Honestly, I would still feel safer here than I would in the US where in recent months, mass shootings were averaging 2 a day!
