Yes it can! Vertical application is more expensive but it looks wonderful when it's done.

Is it hot to the touch?

In areas like Arizona it might feel hot for less than a second due to the extreme sun exposure, but after that not at all. For asphalt, the heat stays, while for the Rubber it cools from underneath which makes it cool to walk on.
