The only way to succeed with tenders is to be prepared to pay ' fixers , middlemen ' up to 30% of the price . All of this is negotiated and pre agreed prior to the tender so the process is a charade as the BAC knows who will get the job . This is why the state is paying usually 40% more than market price , and often post award the contract fails or does not get completed . Even if you have no competence to do the job then just form a consortium who can do the work . I know this sounds negative but 50 years in business has shown this to be true.
There is obviously some truth there but like she says, there are private sector tenders that are open for clean competition so don't make the conclusion based on the guys that have ruined the public sector system.
