I honestly think anyone wanting to propose at a wedding is selfish for a couple of things. First, the day isn't yours. It's a celebration made in honor of a couple coming together to start a new journey. Second, the person that is being proposed to would be put in a terrible spot. Surrounded by people who know you is a way to pressure someone to say yes. It's nothing short of trapping them.
I always thought it was universally known that proposing at someone else's wedding is hella tacky. But the fact the guy who wasn't invited to the wedding threatened to boycott it made me chuckle.
The relative shouldn't propose on the wedding day because even asking to do that shows he doesn't care and wasn't really asking but would have done it if he has been given a chance. And the grandmother needs to get her mental faculties checked. It doesn't matter who's older or who gets married first. The brother is 30, acts like a child and uses other people as scapegoats for his problems. I'm 32 and I have problems but I see a counselor for it and I don't blame other people.
In the US you can give family up to $14000 tax free. So you are in the clear. Double check with your accountant. I gave my mom $10000 and it was tax free when I asked my CPA.
