      poor management from up top. ownership didn't want to field a team with any big names because that costs money, so even if the players overperform expectations, they can't win anything. Do that for a long enough stretch of time, and even the fleeting 2012-2014 and 2018-2020 runs of good form aren't going to get the fans invested enough to spend money and time going to the ballpark. It's one thing to be buyers and miss a few times, it's another to improve, but not immediately be a top 4 team, and tear things down because the alternative is actually paying your players.
