Would Tien be a close second? I absolutely adored when the human Z-Fighters showed up to fight the saiyans and had their own techniques up their sleeves.
I was thinking that Tien had at least a decent argument, until the video reminded us all that Piccolo, since fusing with him, has all of Kami's techniques, both seen and unseen. Tien is still probably second, having trained under both the Crane Hermit and the Turtle Hermit, while developing his own unique techniques besides, but I'd say it's a distant second.
I think Tien is a contender for having the biggest bag. He has so many unique techniques. Such as the solar flare, the multi form technique, tri beam, growing extra arms, dodan ray, and was even the first character in the series who was seen flying just to name a few. It’s a shame how Tien has been shafted for years.
1) Fun fact about Masenko is that it's used by Piccolo, Gohan, F. Trunks, Cell, & Pan. So the attack definitely has legs. It also has a few variants. 2) _"That's how Dragonball what-ifs work"_ Nice shade there, Quin 😎. Yeah, What-ifs work by explaining what would have actually happened rather than making stuff up. Making stuff up is called fanfiction. Fanfiction can be good too, but those are two different things... 3) I like when Piccolo used Great Namekian to increase his muscle mass against Garlic jr. without losing too much speed. That's a good example of how the ability can actually be versatile... 4) A good combo for Piccolo would be to combine his cloning/body fission with the Mafuba. He just needs to make a weak clone that can catch his opponent off guard. He could even make a small army of them all fire it, kinda like what he was doing against Gohan in Super. They don't need to be strong in order to perform the technique, it just has to land. And that would protect him from harming his own life force. Kinda like a shadow-clone reaper-death seal in Naruto... 5) Gotta love how regeneration in fiction just makes a character more likely to get mangled. Like seriously, every single character with regeneration is just used to demonstrate what would happen to other characters is they took the same damage 🤣 6) I know it was forgettable, but there were the Namekians who fused and got recked by Moro in two seconds... 7) And yeah Namekians are def one of the most intriguing races and have many powers that are reminiscent of divinity... There are so many unexplored possibilities there...

The clothes beam is actually a huge hint that Piccolo has both Dragon clan and Warrior-type abilities. The defining trait of the Dragon clan Namekians is creating items out of nothing (creating dragon balls is only the ability of the very gifted genius level ones). But regular non-prodigy Namekians create simple things like houses, furniture, etc. Piccolo can also create items out of nothing using magic, not just clothes. He created a sword for Gohan, an hour glass in the Buu arc, and the sudden appearance of Piccolo’s house in the Dragonball Super Hero movie, while never confirmed, seems to imply that he probably used magic to create that as well. So Piccolo seems to be a unique blend of both clans.
That special beam cannon in the Frost fight that bypassed Vados' barrier and him finessing Gohan during the training before he even got god forms or his potential unlocked is crazy.

The Namekians had so much lore potential. It's implied Elder Guru repopulated Namek alone post fission and their magic is clan based. The entire population we meet has barely a fraction of the strength and magic of old (Nail, the world's strongest, was considered average to them) Given how he reworked the Yardrats in the Morro Arch, a part of me hoped that Toriyama had big plans revisiting them when he dropped that bombshell about them being transdimensional colonists. Who knows now though. Rest in peace Toriyama, and here's hoping Toyotarou the best with the mantle moving forward.
Honestly, its 100% a debate over Piccolo or Master Roshi, DB Master Roshi was the GOAT of techniques, he had the Sleepy Boy Technique, Hypnosis, Evil Containment Wave, Thunder Shock Surprise, The Kamehameha and obviously the legendary Drunken Fist and its always fun seeing Master Roshi's moves being used, I loved it when Goku learns how to use the Evil Containment Wave in DBS.

He knows enough to realize the z warriors can focus their energy into specific blasts or hits. If he sees Piccolo charging a move like that he is warning nappa. And if not he immediately blasts Piccolo after and kills him.

A lot of those Goku techniques are things he learned from other people, this one is about techniques a character made themselves, or in some cases things that are just natural to Namekians. For that you can really only give Goku SSJ, Zenkai, and Oozaru.
Piccolo has a deep bag of original techniques while Goku has a deep bag of stolen techniques, I’d even say Vegeta has more original moves than Goku with the Galick Gun, Final Flash, Big Bang Attack, Gamma Burst Flash (manga move)
When you brought up the fact that Goku's techniques are either stolen or learned by someone else, it reminds me of the fact that his ONLY signature move: The Dragon Fist, is non-canon which still pisses me off to this day XD Also, IIRC, i think the Raditz fight is the only time Piccolo uses the Special Beam Cannon in the original Manga. I 100% agree with Toriyama from the past, Piccolo just looks so cool, I would have fun drawing him too. He was always a top character for me.
