My first day living in Savanah, Georgia , was raining cats and dogs . Ill never forget the citys drainage system backed up from flooding and when the tide came back in because the river drains into the ocean every manhole in downtown was doing exactly this. Like gysers. Pretty cool to see. It just drains back out eventually.
