Welcome Back! I think Total War games would be great for NPC wars. Watching huge armies clash in battles is such an amazing sight to see. Total War Warhammer 3 is amazing for it!
The AI definitely looks a bit jank due to age, but it's almost depressing how AI run on comparatively primitive 360 hardware is capable of more than a lot of modern AI in games. (Retreating and running to cover, seeking out allies in cover when injured, maintaining a semi balanced level of aggression and caution, etc.)
I'm going to make a full version of Battle of Black Mesa shorts I uploaded. It's not HL1 but Half-Life Resurgence is a great mod, plus I have cinematic camera in Gmod which makes battles look better.
