These cars do not run dump valves because they reduce performance. The sound you are hearing is the turbo stalling/ stopping. This is caused when the drive lets off the throttle and you have pressurised air attempting to go into the turbo but cant because you came off the throttle, so the air hits the turbine in the turbo and stalls it briefly. Disadvantage is that it reduces turbo life dramatically, Advantage is no turbo lag when back on the throttle as the pressurised air is already there.
They are both 2002 (S8) World Rally Cars, the first car in the video has the 2003 (S9) front end though. A number of the S8 Impreza World Rally Cars were upgraded to S9 specification.
The blow off valve. It prevents turbo charged engines from attempting to force more air into the combustion chamber while the driver is lifting on the throttle by allowing it to vent. The chirping is a result of the venting of air.
The sound has nothing to do with blow off valves. These cars run without a BOV as it would negate the ALS. The sound you are hearing is compressor surge: air flowing the wrong way through the turbo.

The wrc is held on public roads which are closed off when the stages are being used during the rallies, for testing they hire out sections of roads from councils to use, the guy filming this would have being at both ends of the section closed off, why?, because its a Subaru wrc with anti-lag which is one of the best noises ever, i can ensure this is definitely testing, the co driver have two seperate pacenotes for one way and one for the other way.
It kinda bothers me to see many Sti vs Evo reviews and the Sti always gets shafted for not being a better handling car. than I see vids like this and see that subarus can handle any road surface at anytime. I like Evo's but I think Sti's get less credit than they deserve.

This is multiple events strung together. first car is 04-05 blob eye, second is 02-03 bugeye (usdm dates, dunno about video sources), for example.

When Subaru left wrc is when I lost interest
It's because WRC went to 1.6L engines and Subaru didn't have a 1.6 and it would cost too much to develop one.
