@candr i guess but i'm thinking that the pressure inside would be okay to the people living inside if it was pressure controlled but the water over the city would be very heavy and the lower the city gets the stronger the pressure of the water comes down. man made structures like hoover dam can only last for years before leaks happen. theres so many leaks everyday that maintenance workers have to take care of. I could be wrong on my ideas though i just took a little bit of physics but not alot
There's another option for oceanic living, artificial floating islands. These could be built just like towns on dry land. The biggest problem with living on the ocean is hurricanes, but I'm sure people could engineer the floating islands and the buildings on them to withstand the 2 meter + waves and the 100+km\h winds of the storms.
@YawningBoy LOL no it would indeed be cool, and I would like to see it on a grand scale one day. And just because its hard today doesn't mean its not going to be realized tomorrow. People dream, that's why we go from a model of a space station in the movies to the real thiing today with the ISS. You'll see it one day, may even become common place, thats what happens with dreams, they come into being with the right person that dreams them.

like one of my favorite games bioshock =) but I think cities can be in the ocean but should not be on the bottom of the ocean because so much pressure comes down the lower a person gets so maybe mid level underwater but not at the bottom
@YawningBoy True, but we have subs that can take a lot of pressure comfortable enough. Only takes a little time, money and experimenting to find the right design. Frankly I like the idea of growing these cities much like a coral reef, take some time, but its been shown that it can be done (not at great depths however).

I kind of see a modular thing where whole sections are pre-built and shipped out. Sunk and pumped out. Only co structure is repair and connections.
