I am in north Georgia. I don’t have the ability to get to all of my rafters in the ceiling in my attic. If I do the floor method, will it still keep the heat away enough? Even though the ceiling method might be better. Is there there still some benefit to putting it on the floor?

I have existing paper backed fiberglass insulation that is between the rafters in the attic over my garage. The paper is starting to deteriorate after 37 years. Can the foil be stapled over my existing fiberglass insulation, and if so is it strong enough to keep the existing insulation in place?
Paper is a vapor barrier. The perforated foil is not a vapor barrier which makes it great for most attic insulations that already have a vapor barrier. If using in placement of the paper, you need to buy non-perforated. Google faced for unfaced insulation. You don't want to cause a mold situation.
