The Specials did it the best. They helped bring the ska sound to the forefront of mainstream. Other groups like The English Beat, Madness, and Selector...and even The Police...kept the sound going.
Ska and reggae came from the same era of partying in Jamaica. Later there was an economic downturn there in the early '70s, and lots of them moved to England, where they mixed with the punk scene forming there.

Most of the original skinheads were far from racist and adopted people from all backgrounds, like alot of things in life a tiny tiny minority tar a group with the same brush.
