The better choice, if you're buying the 2nd generation IS, is the IS 350. The 250 has a problematic early direct injection system that cokes up the valves and creates severe drivability issues. The 350 has an older, more reliable design that uses port injection to clean the valves. It's fuel consumption is higher than the 250, but the 350 is so much more powerful, it absolutely murders the 250 on the road. I would only consider the 250 in the 3rd gen IS. I'm not interested in routinely removing the cylinder head to decoke valves etc.
The ones you’re mentioning are the outliers. I’m referring to regular daily drivers (for the average Joe). The ones you can find everyday on the streets. The ISF and IS500 on par with the AMG powered MBs.

I really want to get the is350 but my main challenge is that is250&is350 do consume alot of fuel compared to the 014 Camry

The sporty version is the Lexus IS350 (The Wolf).
