Honestly I feel like the scariest ones to face would be either the Wallhammer or the Elite. Wallhammers are walking tanks with giant shotguns that would probably blow your head off. The Elites seem to also be very competent and effecient. If even one was on the field, you'd be dead in seconds unless you're an orange ice pop with a crowbar.

Hey we been raiding rebel bases and hideouts for refugees inside the city regularly, most of the raids where successful, dont forget we invaded black mesa east personally and captured the leader of the resistance. Then one dude that can backhop faster then an f16 wakes up and now we are the least scary, atleast unlike the grunts we wont kick stuff randomly.
I got a better order for this one: 1 - Infestation Control (Not soldiers but combine anyways, they aint prepared for combat so they shouldnt be dangerous) 2 - Metropolice 3 - Elite Metropolice (Beta) 4 - Metropolice Divisionals (Those fanmade divisions of Metrocops, the ones with names like: Spear Jury Razor Grid Sword Helix and etc..) 5 - Grunt (HLA) 6 - OTA Soldier (HL2) 7 - RANGER (Fanmade division of OTA snipers) 8 - DAGGER 9 - Supressor 10 - Ordinal 11 - WALLHAMMER 12 - OTA ELITE 13 - Beta combine elite (The one with the camo suit) 14 - SYNTH SOLDIER (BETA) 15 - Super Soldier (BETA) 16 - Combine Guard (BETA) And thats the order i made, hope you like it
The thing is combine charger is actually harder to kill Suppressor is easy, if you hear the gun charge up get into cover then when they stop shooting keep shooting back, ordinal should be below wallhammer as they technically have lesser armor. It's armor can probably soak rifle rounds, but with enough shots from a MP7, it'd die. Fighting a suppressor would be the real danger as even with 2+ people, remember, it carries a light machine gun around. And it's pulse rounds which seeing how dark energy and matter can slow down or expand the universe, which would probably take high speed or something else, could mean the velocity generated will do considerable damage with even one shot and burn, as speed means electricity which also means heat. Velocity gives x4 kinetic energy and apart of the formula to make kinetic energy, therefore, should practically instantly kill anyone, in a few seconds of the intital single shot. And that's just one shot, imagine a burst or spray from a pulse weapon that's designed to be a machine gun. It will chew your cover and hit you even if your in cover. The Ordinal also should reign high in being dangerous as it's medium armor, probably also able to tank rifle rounds, just not as much as the wall hammer, would be enough and be approximately like plate carriers and a tactical vest, maybe ballistic seeing this is the combine we're talking about, allowing it to take enough shots to get in cover or maybe fire back, depending on the weapon and caliber used by the enemy. We can't forget it's mobile too, which is important in combat, able to get to cover which is superior to your armor usually as long as if it's brick, concrete, metal, etc. Because buildings and what not do not need to be mobile. This will also make you avoid taking damage from getting shot like armor would do but in practicality, never get hurt from shots unless it's high enough caliber or if he shoots enough times. This allows it to suppress someone, moving to another cover, inch over, and flank the target with cover fire. Imagine black ops combine like in opposing force and the combine female assassin would turn invisible and combine medic, demolition and engineer would be nice addition to have different classes of combine
A more realistic ranking would look more like 10 - metrocop 9 - every other combine soldier here 8 - 7 - 6 - 5 - 4 - 3 - 2 - 1 - Shotgunner from half life 2 (he's alone at the top because nobody else is as scary as he is)
