Pros and Cons of A Two Storey House. Should you buy one?

It may be location specific, but here in Europe it's a common sentiment that two-story houses are more expensive to build than single-story. Yes, foundation is cheaper, but after you factor in heating and insulation it's usually more expensive to have a second floor.

Here in Estonia, at least from my own research, two-story house is cheaper per usable m2. And it is still mainly because of the foundation and roofing materials.
I went to a company that builds element houses and the representative also said that actually the single-story house isn't more expensive than a comparable two-story house. So we got the quotes for 2 example projects from their website (the two-story one even had some special windows with one half on the wall and other through the roof). When we received the estimates, we were really surprised to see that the two-story house was cheaper and the difference was almost entirely the difference between foundation costs.
