If this doesn't work for you, like it didn't for me, this was the fix for me: it needs to be plugged into a PC with USB (C). A regular socket or car-charger doesn't do the trick. I finally got mine to factory reset after trying 20 videos!

The hard resert (wipe data/factory reset) is not totally hard reset - "If your phone is reset, you may need to enter Google account information (email address and password) associated with this phone to be able to use it again" same txt shown at 2:09
And after reset phone informs "An unauthorized attempt has been made to restore the device's settings to the default settings..."
