It’s funny looking back on RussianBadger and Payday 2, as a Death Wish player. He might’ve gotten me into the game, but god Overkill is really boring, especially if you just do a little min-maxing to get your damage and survivability up. However, Badger gave us a video that popularized the game we know and love now, and that Starbreeze totally missed and ignored. Shoutout to Badger for getting a weapon added and using it incorrectly. It swings slower than Sociopath can multiply its second swing damage, but Infiltrator absolutely can and even on Death Wish you can do insanely well with it.
Overkill is that sweet spot for me to just zone out and tap heads with the WA-2000 build I use. It's not the most challenging, but it can be fun to do jank and mess around. The fact that Badger just has so much fun with this is an absolute W.

For quiet, it's how high the security detail is (how good the cameras are, how long it takes to open safes, how many guards are posted) One-down, however tasks you with completing a mission on death wish, but with one specific condition: you get downed, you instantly go into custody.

Yes, that is Hoxton Breakout Day 2, and while you are right that Hoxout gets super hard on the higher difficulties, Day 1 is generally harder due to the lack of solid cover and wide open space to get shot from (when cops don’t have damage falloff but you do). Day 2 is a lot easier when you go outside the server room and kill the cops, especially opening up the stairwell and going upstairs. I usually get the highest body counts on Hoxout Day 2, and most of it is running between the upstairs balconies and killing cops.
Day 1 is very hit or miss with that lack of cover. It's that wall where I know a team will do well or if they're going to have a rough time. If we do day 1 pretty easily the rest is cake.
8:50 it sounds like you got two missions mixed up. one of those mission is the hotel complex with a dozer up top. the other is a single house protected by the FBi, where the rat is in a safe room vault. Stealth means he walks out with nothing, loud means he comes out wearing player Advanced armor kit.
I will say, any armor piercing weapon (at least now) is able to penetrate a captain winters and/or any shield. One of the guns I run is the 5.7 and it BODIES winters and his phalanx

The cloaker issue is the same thing to me when I hear the Witch from L4D in my campaign because yes I am expecting there to be witches but not for the director to send me to the shadow realm of crying wamen who turn humans into confetti if you stare at them the wrong way. Hell L4D was actually my first game......I was 8 and i played it and the music topped with the music made me have nightmares for months and nowadays I am a witch detection system where i have to quietly pay attention to any unusual sobbing and just pray I can avoid her. Crowning witches aren't easy for me so I just set her on fire and run like the wind.

I played Payday 2 so much on PS4 back in the day, my favourite thing to do was go loud death sentence one down. And then take two zeal soldiers on my side with the joker aced skill, something about the monochromatic setup with molle and kevlar was cool to me. Zeal dozers are the scariest force known to man; doesn't matter if you maxed rogue and dodge he will light you up if he gets to you with a minigun xD
Oh yeah, Death Sentence (and by extension, Death Sentence One Down) are not for the faint of heart. Death Wish requires good skill allocation a decent perk deck, and at minimum decent weapons. DS/DSOD requires high optimization, if not outright build copying from the people who only play DSOD. Winters and his phalanx are normal shields in terms of penetration. Flamethrowers and gas work just fine. If you do return to Payday 2, hang around Mayhem/Death Wish, avoid the Revenant skill tree (except for the skill that gives you an extra down), and look up DW/DS builds to get a general idea of what skills you need to kill cops and survive.
My standard build is dodge (usually with rouge, but I remember liking another deck too but cant remember) and I would always have 2 jokers and 4 turrets setup. Takes a LOT of heat off of you. Incendiary grenades and that one skill that gives a chace for a throwable pickup from ammo drops.
Browsing the comments, I saw a few people comment on the mission question, so I'll refrain. On the WA2000, there is nothing wrong with a sniper player. Bringing Ex-President, Stoic or Biker with a sniper Graze build is a boon to the team. Snipers hit through armor and hit like a truck, with high crit chances. Graze spreads your dmg to nearby enemies (1m, if I remember correctly), and procs extra on kills, so it's very efficient if you land your shots. I prefer the Chainsaw LMG (not the Buzzsaw 42. The CHAINSAW, which was in the Midwest pack.) or double shotties with Copycat for instant swap and instant reloads so I'm never out of ammo. Run a full dodge on Copycat with 'dodge heals and does damage' and extra HP, full doge-crit. The number of truly viable builds now that all these new weapons and perk decks are out makes (most) builds really fun for different reasons. Death Sentence is a filthy min-max slog, but most builds CAN work on Death Wish or lower. The Oil Rig (the actual final mission released) was the most fun on loud I'd had in a while, and its mission music is probably my favorite.
my fave builds when i used to play PD2 myself was one build I made that was sort of a sniper made to take out the special cops from heavy hitting sniper rounds that punch through armor and sheilds to the counterhit skill that can knock clockers on their asses to a tazer just so I can taze tazers to my other main build witch was more or less a evilgenuis as I went more into using the turrets mostly using shotguns myself with fire rounds to set cops on fire with the maniac perk deck that as long as I'm doing damage it gives the whole team a shield that lowers damage each player takes wooks great with other perkdecks and skills that lower damage

My fridge was left open and it made the a sound like squealing of the legs as they move, and I actually panicked and looked up to make sure the robot was stepping down me! There isn't enough cover in that garage if you don't move quickly and the streets are pain. At least with day 2, you can shut one of the doors and narrow down the chokepoints a little bit
Out of curiosity, Kip, what was your go-to perk deck when you played PD2? I started out with the standard Armorer/Muscle, (I run tank build, btw) but then I heard that Ex-President was good, and couldn't go back after trying it. Also, I never considered using the WA2000 as a primary weapon (I'm not big on sniper rifles on PD2), but I think I'll give it a try now that this video has given me the desire to jump back into it. Plus it comes with a glowing recommendation from you, which certainly helps. 😜Maybe I'll run a STRYK 18c as my secondary. 🤣 I'm glad you mentioned the Kunai, I feel like that it's an underappreciated melee weapon. I also commonly run the Electrical Brass Knuckles or the 18 karat GigaChad Golden Spoon. Ever since it came out, my go-to throwable for loud missions is the poisonous Viper Grenade.
Moment that hit me the hardest was seeing the Payday 2 "Inventory" screen... Oh god, it feels like it's been forever since I didn't have to see the ugly-ass, unintuitive Payday 3 screen... I miss the PD2 one.
