It's Beautiful! I was torn between getting the SP and the DRG version; the SP really looks better, but I live in DRG country now, so went that way. As for the dust and rust, I think I'm going to copy your weathering exactly.
For working with tiny individual letters or numbers, you can actually set a line on clear decal film and apply the letters/ numbers, then after they set, seal them and then cut out the whole set to apply as one decal. 👍

Really like wat you did with this loco Ron. You followed what happened with the real units. I model more modern BNSF so I'd have had to do the same or similar to justify the unit. However, Rule #1 applies and that always works.
Hi Ron! Hey, that looks amazing!!! Personally, I have never used oils to weather, looks like something I’d like to experiment with but I think they’d take longer to dry??? I like acrylics and powders but… at my age I’m not that patient, I wanna finish it before I kick off, LOL. Ron

Looks great ! I do think you still had too much thinner during the streaking process. I use the technique on armor models, and less is more with thinners. 👍
The end result looks good. First it is your railroad so your rules, second if it is a protype as you indicated then why not model it, third I would suggest that if you like the SP why not have one or two real world borrow power all the time.
For anyone who complains about you weathering something to your likeing, "Nurtz" to them. Unless its a mint condition $500k model You can do anything thing you want. Great job on that train Sheldon Cooper would be proud!..lol
Lionel, American Flyer, Ives,Marx, are all Railroad models that have price guides. All the other scales do not because they’re really not worth anything. I have a little N gauge Railroad, but I can do anything I want to it because there’s no value there. That is actually what makes it so much fun as you can’t destroy anything. You wouldn’t dare touch a vintage Ives or pre-war Lionel because of the value but my little engage Bachman locomotives I extensively weather them. It is something I would never do to a vintage Lionel .

Looks fantastic. Almost like the switching engine at the major yard near me. Except they have a relettered SD35 in SP colors

Yes, they take longer to dry, but a hair dryer can expedite things.
