Yeah this is the problem for me with prototype vehicles in all these games, a lot of these were just stop-gap solutions while the actual combat-use vehicle would have received proper engine and mobility fixes in place. On the opposite, "paper projects" that get added to games often contain over-optimistic stats on equipment that was planned in theory, while in practice it might not be possible to actually implement or if so, not necessarily be able to employ into full potential (like for example many engines needing to have their power output reduced or RPM limited because they'd break otherwise)
I think the guy at 11:45 was trying to push you to give you a bit more speed. It's a fairly common thing to do for superheavies in WoT, no idea if it works in WarThunder.
I will say, some of the most fun I've had in Warthunder recently is playing a full squad of T-95s with friends. You just make a wall, your team thinks it's funny, the enemy team has a brain freeze when they see 4 roll around a corner. It's a good time.

In case no one has mentioned it yet, the L15A2 that the Type 99 has access to is the strongest SPG HE in the game. It can overpressure the Maus by ricochet-ing off the barrel. Very fun vehicle since its reload is fixed at 7.5 sec making it a better VIDAR minus the stabilizer at 7.3 instead of 8.0

So, this is the second video from spookston playing with weird casemates heavy tanks from ww2 era , the one with the tortoise was lit, when I first play with it was the same case, bouncing half the time and the other half being ahot to death by a heat slinger
whereas the tortoise looks like it was made to be a casemate, I think this thing almost looks like they made a giant hull, realised putting a turret on would totally destoy the chance of it moving, so instead shoved a cannon in the front and called it a day.
The one thing I recommend to any tutel player is to do the tactical full body wiggle when either reloading or creating a hill, to avoid losing your barrel.
