Leveling experiences are not representative of an expansion's quality. They represent less than 0.1% of the experience across 2 years. It's the raiding, the m+, the systems that make an expansion and how you are going to engage with it.
The best part of hero talents, is that they serve as horizontal progression instead of just more vertical progression. They can just keep adding more hero talents to offer different play styles, instead of just endlessly adding to the current talent trees.
