  • Pressure is mounting on President Biden and Congress to hold police officers accountable for misconduct. This comes as newly released bodycam footage of the fatal police shooting of 13-year-old Adam Toledo in Chicago on March 29 raises significant questions about the official version of events. Yet another controversial encounter occurred in Virginia in December, when Army 2nd Lieutenant Caron Nazario was held at gunpoint and pepper-sprayed by two police officers during a traffic stop. Nazario is suing for one million dollars in damages. His lawyer speaks with Michel Martin about the incident in question.

    The officer treated Lt.Nazario with total disrespect from the start. He even asks him if he's a Corporal, implying that he's just an enlisted dog. And why was he pepper-sprayed? That police chief should resign, too. Shameful and criminal conduct.

      I don't get it.
      1. HIs licence and registration were not properly displayed
      2. They told him to pull over and switched lights on. He didn't pull over for 1.5 miles.
      3.Because he didn't pull over for 1.5 miles the police were on heightened alert, there could have been 5 armed people in the blacked out car for all they knew.
      4. They ask him over 20 TIMES to A. put his hands out of the window (he does not) and B get out of the car (he does not)
      5. The Police de-escalate from firearms to a tazer an pepper spray
      6. HE STILL DOES NOT COMPLY
      7. The officer goes to open the door and he resists by keeping it shut with his hand.
      8. He gets pepper sprayed.
      9. He has a gun on him the entire time.
      What is the problem with this? Do you people know how dangerous it is for the police to approach a vehicle during a traffic stop. He was not complying the entire time and easily could have shot them. They were within their right to pull him over for not displaying correct licence and registration. Get a fucking grip you NEED there to be racism in everything because you feed of off it. These police were WELL within their rights here.

      That, my friend, is an understatement... Since the implementation of the "Slave Patrol", Black People, (men in particular), have been abused by the Patrolmen as concerns the implementation of the Law... as well as, by the Landmark Decision of Chief Justice of the Supreme Court, Roger B. Taney, in "The Dred Scott Case", (1857), the Infamous Decision that was one of the precursors that led to the "Civil War", stating that, "The Founders words written in the Declaration of Independence, (All men are created Equal...), were never intended to apply to blacks..." This Racially Charged, Imbalanced Opinion, handed down for the expediency of the Political/ Commercial Interest of the day, was the LAW of the LAND...THEN, and since it has never been struck down, or "Overturned"... It is STILL the LAW of the LAND...

      This, disgusting as it is, should be shown as a training film. The one cop looks barely old enough to shave, the other one is so agitated he could keel over and let the gun discharge. Take him off the street, desk job or nothing.
      Where is the tech....why isn’t there a device to make the car immovable? Unpaid parking tickets, the wheels are locked.
      Freeze the film clip.....this cop is agitated, clearly out of control. Imagine what that poor driver felt like.

      Yes. It’s a rational fear. I’m not pulling over for any stranger on an isolated road, even if they appear to be police. I’d slow, signal & seek a populated spot, just as this soldier did.

      Police Training is not enough. Individual mindset of they were raised from childhood,whether you're superior or those people are less than you in intelligence. 🤣
      Psychological written tests and oral Psychological evaluation. People feel once they have a Badge and Weapon they forget the Constitution and Laws including local ordinance.
      Fear of people of color is deeply ingrained in the mind. Police reform has been miscommunication.
      Personal Biases is well hidden until what you see actual video of people of color is treated and that been going on in America Jim Crow post civil war and 20th century America Jim Crow.

      This has been going on from the foundation of America. It started with the genocide of Natives and then the enslavement of African Americans.     This attorney said some people criticized the Lt. by saying he should’ve gotten out of the car immediately. I was so surprised to hear that at first! Because I, as a black woman... I was thinking the very first time I saw this clip, ‘ooh, don’t put your hands down! Keep them up young man!’ as I’m listening to the threat in the officers’ voices. I’m mom aged... that was my first response even though I knew I was watching a tape. It’s just engrained. Someone thinking that young man had a choice really still doesn’t’ get it. Hands down into the dark car to open the door, and all you can see is him getting shot. To death.

    Give the victims of wrongdoing HUGE settlements of not less than $25M a pop, but DO NOT allow the police departments OR the municipalities to pay that out of taxpayers pockets. Make them scrape up the money themselves. THAT WILL PUT AN END TO THIS SH|T.

      Nobody Knows...I wholeheartedly agree. Take the settlements out of the collective retirement funds--their pensions. All of a sudden everyone has something to lose. How would a 27 million dollar settlement (the amount being given to George Floyd’s family) affect the retirements of all the officers in that County or State’s pension plan? It’s like basic training in the military. When one recruit screws up, the entire platoon is punished. It never takes long for the platoon gets angry and begins to “police their own!” They are quite effective in getting that troublesome recruit to toe the line! And that’s just one case. Now, there’s the death of that13 year old kid. How much more would that take off of their individual pensions? How about they make it retroactive for say, the past 10 years... No wait..I’m getting too worked up!

    Extremely troubling. If Lt. had tried to undo his seatbelt or tried to open his door, he would have been shot, IMO. The victim was very, very smart, thankfully! As always, Michelle Martin does a great job!

      Show cops....free information...send it over cellphone or give them a telework training day....SHOW them what a good stop looks like in a video,
      Show them what a No Stop At All looks like on film.
      Here...as a voter, tax paying citizen, parent of a new driver.....would you support a day of telework for every cop on the force? Behavior training..
      Officer....why ask "where you headed from". Because when I say...I don’t have to answer that ...you’re going to get hostile. Train them to stop intimidating. They need training. You Tube training films and pay them to take the class with telework. Contact the city council....what are you doing to change this? People are afraid of cops and sick of them, by turns.

    Bravo to this attorney!!! I am a white women and drove for a living delivering nuclear medicine all over the midwest and I had several State Troopers tell me I should always go to a well lit area to pull over for my safety. They said sometimes it bad people with lights on their cars that are looking to rob you or worse in areas where their are no lights.

    Our country certainly is a mess. I thought it was common knowledge that if the police want to pull you over, it is your right to drive to a well lit area. As a woman, I was always taught that growing up. It is so incredibly horrifying what this man went through. He was bullied and terrorized. I am so happy he has his life. It was his calm intelligent demeanor that saved him. He deserves alot more than 1 million. It shows his humility for only asking for that much in damages. It is likely he will carry this trauma with him for many many years to come. Bless you Lieutenant, you deserve so much better

      Two years back, I pulled across the street from two males who had been stopped and detained, cuffed and made to sit on the ground,
      I stayed to observe. In a few minutes they were un-cuffed and let go. I thought.......this was training at the kids' expense. This was field training,.
      The story of George Floyd went--around the world. People seemingly do not know it’s a way of life for people, to be stopped and detained.
      The people have not bothered to know. Look it up...people around the world have said...now you can see, now see what we have been saying. all of this time. Overworked, need more training, bad apples, understaffed.....what ever.
      Change it yesterday. There is a federal mandate..get ready to make the Republican corporate puppets an offer they can’t refuse.

      You obviously haven't seen the entire video of this encounter, or the other body cam video of a recent encounter with the police for the same license plate violation(S), in addition to speeding 19 miles over the speed limit, have you? Watching every second of those 2 videos, instead of this brief, deceptively edited version of events, being dishonestly described by the attorney here, removes any doubt that this insolent, disrespectful, & dishonorable member of the US National Guard was intentionally escalated tensions needlessly, in a cynical, & infuriating effort to portray himself as a victim, & slander police officers who were following proper procedures designed to keep them, & the public safe.
      I counted no less than half a dozen easily proven falsehoods told by this incredibly dishonest attorney, who should be in front of the Virginia Bar Association defending his privilege to practice law in that state, not telling a series of lies to the American public, on our national broadcasting service with the help of complicit, & uninformed interviewer. I'll wager $1,000 that you are equally ignorant of the Project Veritas undercover investigation of CNN, that was released to the public last week. Let me know where to send your $1,000 check, if you have watched the series of 3 videos featuring a technical director employed by the 24 hour Cable News network, (the other media outlet ms. Amanpour works for), ok? If you did manage to see the Project Veritas expose' CNN's fraudulent form of media manipulation pretending to be actual "journalism," were you shocked by how openly a CNN staff member boasted about the deceptive "propaganda," the many media fueled hoaxes, & the scores of completely contrived, fake news stories CNN regularly features in it's programming?     This is one of the most heartbreaking and moving interviews I have seen in a long time. I'm just a random white lady living relatively safely in Canada and my heart breaks every time I open Twitter or watch US news because it is just like a surreal nightmare version of the US I used to know.
    Ofc it's not perfect in Canada either, but what is happening in the US is on another level and has been for some time.

My two adult sons live there. And I am terrified for them as I watch in horror at the gun violence blowing up every damn day. And it still is my country, too. Where are our laws? Don't we enforce them anymore? Surreal nightmare is right.

Democrats are not angels and can be corrupt with corporate interests, but they are not actively trying to roll most states back to the Jim Crow era to specifically ice out black and other minority voters, most of whom are only _pretending_ to believe the Big Lie about Trump winning the election without the imaginary, debunked fraud, while collectively sitting in their hands and not even bothering to go through the motions of "thoughts and prayers" after every weekly mass shooting and are now just remaining silent and at best pretending it isn't happening, or at worst turn it into scaremongering about the government coming to steal the guns of the citizens.
      The fact that FOX news is allowed to air half the copy and pasted video essays on the merits of a white ethnostate and the Great Replacement Theory being at the crux of any attempt to treat PoC even remotely the same as white people continues to shock me with every hard fought new low they achieve.
      Now there is even an "America First Caucus" led by the 2 Qanon congresswomen who felt that there is just not enough AngloSaxon representation. 🙄
      Literally if you were writing a TV show about America and used the history of the past 5 years it would have bombed for being derivative, unbelievable, with cartoonishly corrupt bad guys who are so shameless it strains credulity. Can you imagine trying to make Matt Gaetz look like anything except cartoonishly evil?
      It's hard enough for me given that I was raised to respect the alliance between Canada and the US, and I have a lifetime of the media waxing nostalgic about an idealistic version of America that has not ever been possible but is so completely out of reach now, but it must be ven worse when it is your own country.
      I don't know how I would handle it getting quite this bad in Canada.

But but it became supercharged with the ascension of then Speaker Newt Gingrich and his "no compromise; my way or the highway" leadership style onto the nativism/racism of the Tea Party and McConnell's pledge to limit Obama to one term, and onto the outrage of the Trump regime where truth and facts died by the wayside to be replaced by alternative--and blatantly false--narratives rooted in nativism, xenophobia, "replacement theory" rhetoric, and active cruelty toward the other. Trump broke new ground in extremist behavior, and by doing so gave permission--indeed, license--to angry Whites to express their grievances and nurtured--but grossly misdirected--sense of victimhood openly toward people of color, non Christians, women, LGBTQ+ people, and anyone not within their cult and, thus, not of the same conspiracy-theory loving, paranoiac, combative mindset: Th sort of people who, unlike Trumpists, would do more than passively accept daily--particularly nightly--hateful dogma from their masters. People who would employ critical thinking and actively question the vile propaganda constantly flowing from the Trump regime. And who understood the terribly corrosive and divisive nature of that dogma and the existential threat that it posed to American democracy.
      In light of the continuing cowardice of so many Republican officeholders who refuse to denounce "The Big Lie", as well as so many other lies promulgated by the Trump camp, but who, in many instances, compound and further those lies, it is difficult to remain terribly hopeful about the states.

    Horrifying thought that thousands of these cases happen with no camera record and no report ever happening. Coverup attempt suggests this happens a lot! I am impressed with this Lt. calm and now taking action to shine a light on this problem. Must ask for screening and removing power hungry officers from their jobs. Fire and blacklist. They ( bad cops) must be forced to find work that does not allow them to carry a weapon.

    I have a story that I would like to share that I think sheds some much needed light on the abuse of power committed daily by police officers throughout the country. Some years ago I was a photo journalist documenting poverty in the American Southwest for the US Office of Economic Opportunity in Albuquerque, NM. As a Federal employee I held a GSA License and was assigned a standard issue gray GSA car bearing US Government license plates. One afternoon I was driving along Albuquerque's busy Central Blvd. in rush hour traffic when I came upon an officer in a city police cruiser who had pulled someone over for a traffic infraction. Unfortunately the officer had chosen to do this in a high traffic area under a dark overpass that blocked the daylight and he was creating a very dangerous bottleneck. As the backed up traffic slowly made its way around the police cruiser I tapped my horn and said to the officer, "Not a safe spot to pull someone over and you may cause an accident." Two or 3 blocks later I spotted a flashing blue light in my mirror and when I reached an intersection with a side road I turned down it and pulled over. When the officer walked up to my side window I lowered it and asked him what the problem was. His response was, "The problem is you tried to run over a cop." To which I replied, "I what?" It quickly became clear in the ensuing exchange that this second officer had been summoned by his pal under the overpass to ensure that I was penalized for having the nerve to politely tell a police officer he had created a dangerous traffic obstruction. Despite my explaining that I had not only not tried to run over a police officer but had tried to let him know he was placing himself in danger, the police officer demanded I produce my driver's license. After I handed him my GSA issued drivers license he walked back and got into his police cruiser. About twenty minutes later he returned and literally threw the laminated license in my face, narrowly missing my right eye. Up to this point I'd been willing to turn the other cheek to this obvious abuse of police power but when the sharp edged laminated license hit me in the face I decided enough was enough and I asked the officer for his name and badge number. When he refused to identify himself and walked back to his police cruiser I grabbed a notebook and pen, got out of my car and began writing down his car's license plate number. The officer jumped out of his cruiser and asked me what I thought I was doing. I replied that since he refused to identify himself I was taking down his plate number so that I could file a complaint against him. At that point he blurted out his name and badge number and I got back in my car and headed for police headquarters about a half mile distant. The police officer literally tailgated me the entire way only accelerating past me when the headquarters came into view. When the police officer at the front desk asked what I wanted I replied that I would like to file a complaint against the officer for abuse of power. Eventually the desk sergeant called a police lieutenant to take my complaint and we adjourned to an interview room. After explaining what had occurred to the lieutenant his response was, "I'm not sure what your problem is the officer didn't hit you did he?" Clearly the lieutenant felt that yelling at me, refusing to identify himself, throwing my license in my face and then tailgating me for half a mile in an effort to intimidate me were not worthy of a citizens complaint. When I insisted that he file my complaint he smiled and said, "Okay if you want to waste your time feel free to do so. But I'll warn you that in Albuquerque we have a demerit system and all the officer will have to do to wipe out your complaint is help a little old lady cross the street and he's good as gold." Now in no way am I suggesting that this incident in anyway approaches the abuse level daily suffered by blacks and other minorities throughout America. It doesn't even come close! But if a middle class white Federal employee driving a GSA car and holding a US Government driver's license is treated this way imagine what sort of treatment blacks and other minorities face. The time is long, long past when police officers must face real consequences for their actions like any other public employee!

He maintains that Breonna Taylor was a drug queen because she was seen taking packages to a drug house.       But this is the hardest fight. It is where the rubber meets the road. The longest running, most pervasive, and most protected application of the oppression----disproportionately handed out to you and everyone that looks like you. And it affects lives across all aspects of someone's life for all of their lives, and their very lives in an instant. And it can and has been used to perpetuate the narrative that it just helps to create.
      But it is being exposed like it never could before. People wielding the power they obtain, who use to to oppress, don't want to give it up. Be they a police officer, or those who the police know to protect the most, the further on up the line they are in station and financial station, the more protection they receive. None of them who oppress want to lose their power to oppress and their protection for being able to wield that power without consequence to themselves.

      Agree and disagree - it’s too easy to hold more hearings, commission new reports. The problems are known and a lot of the solutions are known. There’s just no political will to purge the bullies and racists from the cops, institute the rigorous screening that would keep them from being hired, and mandate 2 years of training with federal guidelines for what the training will and will not include. In the meanwhile, it ought to be fairly simple to at least forbid police to stop anyone for traffic infractions. Send a note in the mail to say a tail light is out, please get it replaced. That’s what they say to the few white people pulled over for petty stuff like this. I wonder if that could be done by executive order?

    It is a verifiable fact...we are losing respect for law enforcement. 30 years ago...they escalate over nothing, thought not wearing a seatbelt...wrong...cop has a screaming fit, rather admit a mistake, They've got to be stopped.
    Hit them with monetary damages, loss of benefits, whatever it takes. The public is being victimized.
    Can't keep the stories straight....what happened about teenage kid walking home in the ice....what happened with that?

      Dashboard cameras didn't work, but neither did body cams. Diversity in police force....that didn't last long to fail as the solution.
      A scholarly look at what's going on -----Matt Taiabi had it with well researched book about murder of Eric Gardner....they wanted the 'hood for expensive condos...message was subliminal or not so much at all. Only thing that remains a constant is...Stanford Prison Experiment.

    I feel such absolute outrage when I see any video on police consistently abusing Black citizens of our country I cannot imagine what the family members of those who were murdered by police must feel. It must stop. These officers must be fired for their actions and we need to overhaul the way police “serve and protect”. It is out and out harassment.

    The traffic stop has become the red meat of police officers. Traffic enforcement is supposed to be a civil matter. The technology exists to monitor traffic without the police. Placing a chip in each car to monitor its speed would be so simple, much like an airplane’s black box. If an automobile exceeds the speed limit for any given area, a ticket is automatically issued. Police don’t get involved until there is an injury accident. The police must be removed from being able to pull drivers over. Save the police for situations that are truly dangerous or violent. God help us all.

    This seems to me to be most informative interview on the topics of policing, responsibility, honor and justice for all. It should be a video used for ethics training.
    Good Cops should intercede when their colleagues fail to hold to the ethical standards expected of them. We all need to pledge allegiance to higher IDEALS.

    If I ever have to be BLINDSIDED twice in viewing one news interview again - I will gladly take the risk if the reasons align with these ones.
    One: I was not at all expecting this attorney to get teared up - not ONCe - but TWICE -- and explain the reason for it when asked. That he loves this country and wants it to succeed at the very thing it has failed at from its inception - that is to live up to the ideals it was 'founded' on in writing.
    Two: the person showing this much human consciousness, conscience and INTEGRITY -- Thomas Roberts is an attorney. An Attorney - a Lawyer ...and a Conversative Republican. In.Credible.
    NEVER thought I'd see such a thing This was so unexpectedly powerful and satisfying..

    The police tell people if they're not comfortable to keep driving slowly to a well-lit area and even to call 911 if you think you're being pulled over by fake cop or just don't feel comfortable, and that Chief just totally dispelled that fact, it is despicable.
