well at this point city has expanded in scope so much that it kindof makes more sense to just do play-focused race cars within that theme rather than make a whole new theme for that specific purpose, and stuff like this has always been at home within standard technic waves. Even ninjago gets the occasional cool car. LEGO consolidates themes together like that a lot nowadays. It's the same reason we probably won't get something like, say, an exo force reboot. Mechs are so commonplace across a variety of LEGO themes these days that it would be redundant to make a single theme dedicated to just that. Speed Champions exists but that fills a very specific niche of recreating real-world vehichles with a high level of detail at a consistent scale, so on that basis it warrants being its own thing.
