One issue is we have the two dogs and cannot bring them to places we must fly to - we can bring them in the car to Mexico though. One dog found me in Puerto Vallarta and she wouldn't let me give her away - I had to take her back to Phoenix and she's been a gift every since!!!! I like the mountains near Santa Marta and the huge park east of the city as well.

According to Numbeo the rents are 124% dearer than Manta, Ecuador and the gas and electric is 246% higher. Why such a big difference or am I missing something?
I´m wondering about the health plans, and health centers in Santa Marta, I don´t find any information about that, do they have private clinics? Do hospitals work well? How hard is it to get your medicines for treatments like asthma or if you have an emergency where can you go?. Please if you could share some information about that. Also, I didn´t quite understand the reference to "a lot of people from Venezuela are there" that´s a little xenophobic, there are good and bad people of all nationalities.
Venezuela's having an awful problem with gangs. They extort poor people and then they can't pay, of course, and then the gangs murder them. Venezuela is 3rd in murders per 100,000 people. Columbia is 16th and the USA is 55th. This means 100's of thousands of economic migrants (IF NOT MORE. Many with little skills going to a place that likely is struggling to support them already, both economically and from an infrastructure point of view! Poverty means crime, that's just a fact!
