sandeep R yep. I have similar primary transformer from old chinese shocker pen whoose driver was burnt and I was searching for a more powerful driver...so I can use it to charge capacitor bank and use it as easy xenon flashtube driver... ¯\_(ツ)_/¯
No a switch would constantly need to be on and it takes time for the overcharge to take effect. Unless you have the time to sit at your enemys computer and wait for it to charge and plug it in and hope that he/she does not come back for awhile so you dont get caugth. Its completely useless.
