Wow - wish I had your pattern drafting skills. If I'm making this for a 6 year old (this age generally has a waist of about 22-1/2 and hips of 25") could I omit the dart in uppermost piece (and not use a waistband, but just turn down top of uppermost tier to form a casing for elastic)? Thank you in advance.
