He lost his supersoldier suerum powers during that ark. Thats why he age rapidly in shory time, he recover it later. To be fair, I like the cap but i dont reed his comics. So I dont know exactly how he recovered his powers. But comics aee weird, sometimes the protagonist change looks or powers during a time to get back to the old stadard later.
I also read Cap's decision as trusting Wade to only resort to cloning Wolverine if it were absolutely necessary. Cap was nearing the end of his life, but knew Wade would keep an eye on things, ready to bring back one of the best X-Men if the world needed him.

Due to events later on ShadowCat phased his body out and remarked how he ended up looking like a dead version of Deadpool. The X-Men then buried it in secret but later someone retrieved the body and brought him back to life and was programed to do thier bidding. Etc.

Bit of a statement about the nature of death and resurrection in comic books, I think. Like all writers, Wade was so excited to bring his friend back at first, but then suddenly stopped and wondered if it would be the right thing to do.
That's the great thing about Deadpool yes he's chaos but one of his hero's always trys to stand by him which is Steve. I haven't read or heard this story so I'm guessing Steve gave him the knife because he knows he wants to do good and won't bring back wolverine unless it's necessary
