Sandy, this is simple, all you need to do is have someone fab up an appropriate diameter hoop out of 4140 to between both sides of the bag supports either up inside the fender our hooked directly behind the rear tire almost like a bumper. There's no way around it, this is going to be more practical than for looks but it will strengthen the setup. There's various ways to make it quick release/disconnect as well. Any fab shop can make this happen. If you can't find someone, I can do it.
You could put a support bar for the saddle bags up higher right at the fender height. It will still keep the saddle bags stable .

NastyHog makes a chopped saddlebag that utilizes the same factory brackets as the ST clamshell bags. Might want to look into that.
I like your idea of a bracket connecting the two bag supports. Have someone weld/fabricate one just below the rear fender, like maybe a 1/4" inch below so it blends in.
at 16:45 this what Adventure bike Pannier Racks have to support and make bags stable. The exact cross member beam from one side to the other. Wow, I think you just save me money. I was going to do a Low Rider S build with these bags. The only reason is because it would be the only Sharkskin Blue factory looking ST. 😁

You probably would need a longer rear fender so you can tie the 2 saddles bags together, that would also even out the look back there. The only negative is you won’t see your tire if that matters

I have a similar bag setup. Mine has a bracket going across just under the rear fender. Perhaps you can get someone to weld one for you. 😉👍
Nasty Hog has new bags out for the ST. It uses the same quick brackets as the OEM ones. There’s only one video here on RUclips that shows them and they look amazing

Better to go with what works better safe than sorry unless you can find a bracket!! Go with the tour pack to keep all you stuff dry plus more conveinent to get stuff in and out of on the road!! Congratulations to Nadal on his new bike!! Oh Sandy stop showing off !! LOL
The solution is simple.. get a Road Glide! 😊 If you can’t manage that then just get leather pros. Touring bags don’t look good on softails. If you’re going to be doing big miles then you want the touring platform Sandy.
That Triumph will be a blast, zippy and highly maneuverable.
Besides my Street Glide ST I own a Thruxton R from 2016.
Fit & finish of those Triumphs is absolutely awesome and the 1.200 engine has got an evil grunt to it.

You would have got a better Deal at Locomotion Power Sports in Mahwah, NJ Cross Country is ok, but Locomotion is second to none in sales and Service.
I believe If you add a brace to the back of your bags, they will still rock.. might not tilt in, but they will still rock because it don’t have a fender to stabilize them. I have Viking bags, they so far has held up great for 3 years .. on my DYNA.. I have an ST fairing on my bike.. I can tell you that the brackets used to hold it is not great.. I needs a brace
I have the Viking Bags Incognito bags on my Dyna, they look awesome but they need to make bigger ones. I think SW Motech may fit the quick disconnect rack and my be bigger than just 15L.
If his racks still move side to side, one or if he wants it symmetrical, two triangles will make that setup rigid.

Maybe you should have a talk with the guys from Advan Black if they offer another rear fender for your bike? Something a little bit longer so that you can connect the brackets of the bag to it.
As far as the New bike goes, I think Triumph die a great job on that thing sind it's great value for his money.
If I start changing rear fender then it becomes a different bike already - no point in my opinion

OEM bags look better to me.
maybe thicker supports for the fender bolts. All the flex is in those tabs. Those brackets are made in china. They wont be doing any improvements. My brothers a welder. ill do some testing. A black bar going across might not look that bad.
