So many Dutch words have multiple uses/meanings; which makes it harder to become confident to speak.

I love using Toch...for the reason that opposes your whole video....There is an English equivalent!!!
The problem is that our version is not used in ALL English countries, or every country has their own version of it. In Canadian English, its one of our most used words, both stereotypically, and literally. We abuse it! "Eh!/Eh?" is an EXACT translation of Toch. The American English would be "hey?/hey!" albeit, I believe depending on where they are in the US they would use this expression less. We in Canada use it ALL THE TIME.
I am not sure what they use in the UK or Australia or other countries. When I learned Dutch have their own version, it was great!

Hm, one of my students participated, but that's all I know. So the written part was easier than the example on the ITNA website, but it's important to talk during the oral examination, even if you don't have a clear opinion about the matter. So, that's all I know, hope it helps.

Is "toch" similar in function to "wel"? Particularly in regard to opposing statements, it seems to perform the same function?

Als de vraag negatief is, toch: 'Ben je niet in Gent?' 'Toch wel', of 'Jawel.' Als de vraag positief is, ja: 'Ben je in Gent?' 'Ja'.
