The legislative branch has various responsibilities, including both oversight and making legislation. The DOJ investigates actual crimes. Congress can do both; the problem is when they waste ALL their time on flimsy/ political oversight hack jobs, and they avoid doing any legislating altogether. Which is really unfair to their constituents, but the efforts may be driven by wealthy donors.
