dude everything i watch or search up it says manage settings but mine doesnt give me that option at all,i have windows 11 on an omen pc,im looking into specifics as to what version i have,but thats all i got for now,why is this happening

for that you will need to uninstall your antivirus which is probably mcfee . Just unistall it its not that usefull and uses a lot of resources and then you can disable or enable windows defender
