Rebar is a low carbon steel alloy, you cannot harden it to any significant degree just by heat treatment. Also you have no clearance on the cutting teeth, this will not cut well at all.
I completely agree you need high carbon steel with a carbon content of between 0.5 to 1.5% carbon so the steel can be hardened and tempered. This tap will maybe cut a couple of threads in soft material such as copper or brass after that it will be as useless as a chocolate fire guard.

El acero con el que se hace esa herramienta tiene aleaciones de Molibdeno, Antimonio, Cobalto, Niquel y muy alto contenido de Carbono. Por eso tiene más dureza que la varilla que se husa en la construcción. O sea construyó una bella pieza de artesanías. Pero en la práctica no va a servir. No tendrá filo.

As a Civil Engineer, I can say the concrete reinforcing steel has no hardness to make a tap from.
