Public toilets are built in public places like bus stand etc. Not on all roads et. Also they charge 5rupees to 10 rupees. Not all can afford so they find nature's way to attend nature's call.

Referring to the comment made by your guest who visited India --- police check up. I also had a similar situation. Few years ago I stayed at a hotel in Mumbai. I checked into a hotel and within a short time police arrived, asked me few questions as to why I was in Mumbai, they also contacted my in - laws because my wife was staying at her cousins place. I had/ have an Australian passport and the hotel had all the documents.

Public toilets are almost everywhere in Delhi and that well designed and facilitated. may be this brother hadn't have enough time to visit the whole Delhi so couldn't check properly. semi-walled toilet which he is referring he might have seen in old Delhi as in chandni chowk area, which have still old time toilets along with modern toilets which labor working in that area use for even saving a small amount which is required to pay in modern toilets.

There are clean toilets with small fees, but most working class people do not want to pay, and dont look for toilets. They just go where they want to go. It is a matter of culture and discipline (or lack of), not lack of toilet.

Public toilets are almost everywhere in Delhi and that well designed and facilitated. may be this brother hadn't have enough time to visit the whole Delhi so couldn't check properly. semi-walled toilet which he is referring he might have seen in old Delhi as in chandni chowk area, which have still old time toilets along with modern toilets which labor working in that area use for even saving a small amount which is required to pay in modern toilets.
