they started with 16 states, West Virginia, Vermont and Maine were part of the thirteen colonies but weren't their own states as they were part of Virginia, (Disputed land between NY and NH) and part of Massachusetts respectably. (I know he commented on this later, thought id add on anyways)

Actually, it's the 16 Colonies now. Vermont, West Virginia, and Maine weren't States back then. West Virginia was part of Virginia, Maine was part of Massachusetts as sort of a colony, and Vermont was its own, Independent country until it joined the Union and became the 14th State.
