It's very likely that those students who are not in the Hero Classes voted for her, it is clear that the rest of the students are jealous of them and they are more likely to vote someone who from the support courses.
She is desinged to look glamour and hideously lavish. I bet no fan finds that design attractive and that's the point. But apparentely other characters does.
They did say nejire lost cause she tried to copy her style, so maybe nejire messed up and it cost her enough votes to lose.

@Jay young children are shown to have very little control over their quirks, as well as being very self-confident and quirks are growing more powerful by the day. if one five year old girl lost control with, say, a fire quirk, loads of people could be hurt.

Tamaki: I beated 3 villains by myself and saved a Hero from being stabbed

Don't forget that she helped take down a Giant villain while drained from stamina. She also indirectly saved Deku by blasting Ryuku through the concrete. She played an important support role, which is not to be underestimated.

They are not really friends, she is friends with the others, she has ran into Deku here and there but they never really got to know each other well she has spend her life with Togata and is now good friends with Uraraka and tsu thought the internships and working together.
ParaDyce I feel bad for Deku he’s the type who will be always set behind, even though he’s the saviour of the day, it’s funny she got to met most of the students and Deku was the only exception.
